文莱驻华大使张慈祥在南京师范大学演讲

文莱驻华大使张慈祥在南京师范大学演讲

2016年10月23日,中国—东盟中心在南京举办东盟国家驻华大使演讲系列活动。文莱驻华大使张慈祥在中国—东盟中心秘书长杨秀萍的陪同下来到南京师范大学,以文莱—中国、东盟—中国关系为主题发表演讲。江苏省教育厅、外事办公室官员以及南京师范大学师生、该校东盟国家留学生、参加 “中国—东盟共建21世纪海上丝绸之路联合采访活动”的东盟10国记者等300余人参加。

潘百齐副校长在主持演讲时表示,南京师范大学一贯重视与东盟国家开展校际交流合作,目前在校的东盟国家留学生有200多人。希望通过此次大使演讲活动,进一步加强与文莱高校的联系与交往,实现互利共赢、共同进步。

杨秘书长积极评价中国—东盟、中国—文莱关系发展取得的成就。她表示,中国—东盟中心举办东盟国家驻华大使演讲活动,旨在促进社会各界特别是青年学生对东盟以及中国—东盟关系的了解,增进民众之间的友好感情。南京是中国东部地区重要城市,拥有深厚的历史文化底蕴,在中国—文莱交往史上发挥了独特作用。希望此次活动有助于广大青年学生更好地了解中国与东盟和文莱关系,进一步促进江苏省和南京市与东盟和文莱的友好交流合作。

张慈祥大使在演讲中表示,文莱等东盟国家与中国在政治、经贸、教育、旅游等各领域交流合作取得丰硕成果。文莱与中国联系密切,位于南京的浡泥国王墓见证了双方悠久的交往历史。建交25年来,文中关系获得长足发展。近年来,双方共同推动实施“文莱—广西经济走廊”等一系列合作项目,进一步提升了双方合作水平。文莱愿继续做中国的好朋友、好伙伴,相信文中关系一定会迎来更加美好的明天。

关于东盟—中国关系,张慈祥大使表示,2016年是东盟与中国建立对话关系25周年和教育交流年,具有重要意义。过去25年来,东盟与中国之间的合作机制不断完善,合作领域不断拓展,为双方民众带来了实实在在的利益。中国是东盟的重要合作伙伴,双方关系有着坚实的政治和民意基础。东盟于2015年底建成共同体,正积极落实《东盟2025愿景》,这为深化东盟—中国合作提供了新的机遇。只要坚持求同存异、互利共赢,双方关系就一定能取得更大发展。

在问答环节,中国学生、东盟留学生和东盟国家记者踊跃提问。张慈祥大使和杨秀萍秘书长分别围绕中国—东盟命运共同体、共建21世纪海上丝绸之路、中国与东盟和文莱互派留学生计划、促进经贸合作多元化等问题与听众互动交流,现场气氛热烈。

演讲前,南京师范大学校长胡敏强会见了张慈祥大使和杨秀萍秘书长一行,就扩大互派留学生规模、加强校际友好交流等交换意见。张慈祥大使还接受了东盟10国记者的采访,就文莱在华留学生就业前景、中国—文莱相互投资、文莱吸引中国游客的举措等回答了记者提问。

为配合此次演讲活动,中心与文莱使馆联合举办了中国—东盟关系、中国—文莱关系及文莱风情图片展,从不同角度展示双方合作取得的丰硕成果,受到学校师生的热烈欢迎和好评。

On 29 October 2016, H.E. Mme. Yang Xiuping, Secretary-General of ASEAN-China Centre (ACC) made a f eld trip to Mohan Economic Development Zone located in the border area of China and the Lao PDR.

Mr. Ai Laxiang, Deputy Director of Mohan Economic Development Zone and Mr. Hu Wenchang, Deputy Director of the Foreign Affairs Off ce of Moha briefed the delegation on the Mohan Economic Development Zone. Mohan is regarded as an important juncture under such cooperation frameworks as the China-ASEAN, Lancang-Mekong, and Bangladesh, China, India and Myanmar Economic Corridor. It enjoys unique geographical and cultural advantages in strengthening cooperation and exchanges with ASEAN countries. The Mohan crossing, the second largest of its kind in Yunnan province and a major national land crossing linking China and the Lao PDR, takes up 70% of the total trade between China and the Lao PDR. Steady progress has been made in the building of the economic cooperation zone. The goal is to turn Mohan into a product distribution centre for Southeast Asia, so that it can play an even bigger role in deepening economic cooperation and personnel exchanges between China and the Lao PDR and even ASEAN. It is hoped that Secretary-General Yang will recognize more about the important role of Mohan in cooperation between China and the Lao PDR and other ASEAN countries, and provide stronger support to Mohan in increasing cooperation with the Lao PDR as well as taking a more active part in China-ASEAN and Lancang-Mekong cooperation.

Secretary-General Yang outlined ACC’s mandate and its activities in promoting practical cooperation between China and ASEAN. She commended the efforts made by Mohan county, Xishuangbanna prefecture and Yunnan province at large to promote ASEAN-China cooperation. She cited that China and ASEAN countries are close neighbours connected by mountains and rivers, border trade and personnel exchange is an important part of the all-round cooperation between China and ASEAN. ACC has given active support to the border towns of Yunnan province in expanding cooperation with ASEAN. For example, in 2015, a productive reporting trip of Chinese journalists organized by ACC passed through Mohan crossing and continued along the 3A highway. Recently, ACC and the State Council Information Office jointly arranged for the trip of Chinese and ASEAN journalists to Ruili, a border town of China and Myanmar, to look at border trade and personnel exchange with a focus on the efforts made by Yunnan province for vocational training and personnel settlement for Myanmar people living in the border area. ACC will stay in close touch with the competent departments of Yunnan province and support Mohan and other border towns in opening up wider and bringing more benef ts to the local people.

On 23 October 2016, ASEAN-China Centre (ACC) held the Lecture Series by ASEAN and Chinese Ambassadors in Nanjing. H.E. Ms. Magdalene Teo, Ambassador of Brunei Darussalam to China, accompanied by H.E. Mme. Yang Xiuping, Secretary-General of ACC, delivered a lecture on Brunei-China and ASEAN-China relations at Nanjing Normal University. More than 300 people attended the event, including officials from the Jiangsu Provincial Government, faculty members and students of Nanjing Normal University, overseas students from ASEAN countries as well as ASEAN journalists.

Mr. Pan Baiqi, Vice President of Nanjing Normal University, cited that the University has all along attached importance to carrying out exchanges and cooperation with ASEAN countries. There are more than 200 ASEAN students studying at the University. It is hoped that this event would bring the University closer to Brunei universities for win-win results and common progress.

Secretary-General Yang Xiuping spoke highly of the achievements made in the development of ASEANChina and Brunei-China relations. She said the purpose of the event is to help the general public and students in particular, know more about ASEAN as well as ASEANChina relations and boost the friendship between our people. Nanjing, an important city in the eastern part of China, has a rich history and culture and plays a unique role in the history of Brunei-China exchanges. It is hoped that this event would help the students learn more about China’s relations with Brunei and ASEAN and further enhance friendship and cooperation between Nanjing and Brunei and ASEAN.

In her speech, Ambassador Teo said that Brunei-China and ASEAN-China relations have made tremendous progress and achieved great results in political, economic and trade, education, tourism, and other fields. The Tomb of the King of Boni located in Nanjing witnessed the time-honoured exchanges between the two sides. Our bilateral relations have been gaining strength. We are making good progress on the projects under such initiatives as the Brunei-Guangxi Economic Corridor. Brunei and China have remained good friends and good partners and will continue to be so for the next 25 years. There are ample opportunities for further development of our bilateral relations.

On ASEAN-China relations, Ambassador Teo said that this year marks the 25thAnniversary of ASEAN-China dialogue relations and the Year of Educational Exchange. ASEAN and China have established more than 40 cooperation mechanisms, which are unprecedented and have brought tangible benefits to our people from both sides and contribute to the social and economic development of the region. The establishment of the ASEAN Community and the implementation of the ASEAN Vision 2025 have broadened new opportunities for ASEAN-China cooperation. Both ASEAN and China have a promising strategic partnership that ensures peace, stability, cooperation as well as prosperity for the region. After the speech, Ambassador Teo and Secretary-General Yang took questions on ASEAN-China community of shared destiny, the 21stCentury Maritime Silk Road, exchange programme for ASEAN and Chinese students, and diversifying economic cooperation, etc.

Before the lecture took place, Mr. Hu Minqiang, President of the Nanjing Normal University, met with Ambassador Teo and Secretary-General Yang, during which they exchanged views on the scale of overseas students and ways to strengthen exchanges between universities. In addition, Ambassador Teo gave an interview to the journalists from 10 ASEAN countries and answered questions regarding career prospects for Brunei students in China, mutual investment between Brunei and China and Chinese tourists to Brunei, and so on.

In support of the lecture, ACC and the Embassy of Brunei Darussalam in Beijing also held a photo exhibition on ASEAN-China relations, Brunei and its relations with China, and the fruitful achievements of bilateral cooperation which was warmly received by the faculty and students.
