Abstract： This article highlights the importance of building a high-quality standards system for the cause of the aged based on the impact of population aging on economy and society and the current development status of the cause of the aged. It also introduces the construction strategy and application of the standards system for the highquality development of the cause of the aged， including the goals and principles of system construction， key elements and structural framework， standards development and revision process， cross-sectoral coordination and resource integration. It shows the cases of the application of service standards for the elderly and medical care standards， as well as the implementation of social security and policy support standards. The article also proposes to build a system for effectiveness， discusses data collection and analysis methods， and explores paths and strategies for continuous improvement. It predicts the continuous growth and development trends of the market， such as diversification， intelligence， and standardization， and explores the application prospects of technological innovation in the standards system， such as improving service efficiency through intelligence and meeting the needs the elderly through personalization.

0 引 言

在全球范围内，人口老龄化已成为不可逆转的趋势，对经济社会结构产生了深远影响。2024年山西省统计局发布的《2023年山西省人口变动抽样调查主要数据公报》显示：2023年末山西省常住人口为3465.99万人，60岁以上为750.07万人，占比21.64% ，65岁以上为526.98万人，占比 15.2% ，山西已全面进入中度老龄化社会，养老金支付、医疗服务需求、养老服务供给等问题也日益凸显。构建高质量老龄事业标准体系，规范服务流程、提升服务质量，满足老年群体多元化、个性化的需求，促进老龄事业高质量发展，以有效应对人口老龄化带来的挑战，疏解党和政府以及社会各界共同面临的难题。

1 高质量发展标准体系构建策略与标准制定

老龄事业高质量发展的标准体系框架应是一个以养老服务为核心，辐射养老设施、服务人员、服务质量及老龄产业等多个领域的有机整体。具体而言，应以养老服务设施标准为基础，以服务人员资质标准为保障，以养老服务质量评价标准为引领，以老龄产业产品与服务标准为驱动。在这一框架下，各要素之间相互依存、相互促进，共同推动老龄事业向更高水平发展[1]。

1.1 体系建设目标与原则

老龄事业高质量发展，核心目标在于全方位提升老年人生活质量，精心完善养老服务体系，推动其从基础保障迈向优质多元。同时，积极促进老龄产业协同发展，激发银发经济活力。为此，务必坚守以人为本、科学性、系统性和动态性这四大关键原则，引领老龄事业稳健前行[2]。……
