Sustainable Development Capability of New Public Cultural Spaces： Framework Construction and Configuration Paths

Abstract Enhancing the sustainabledevelopmentcapabilityof new publiccultural spaces isakey measure to promote the high-qualitydevelopmentofpubliccultural services.Exploringthecapabilitydimensionsandconditionalconfigurationsof the sustainabledevelopmentof new publiccultural spaces canprovide important theoreticalreferences for their eficientoperation.Bycomprehensively applying meta-synthesisanalysisand qualitative comparativeanalysis，ll4 high-qualitysampleliteratures were selectedfrommainstreamdomesticand foreigndatabases.Throughcoding，extraction，andsynthesis，theMCSImodel forthesustainabledevelopmentcapabilityofnew publiccultural spaces was constructed.Using fuzzy-setqualitativecomparativeanalysis （fsQCA），basedon4Ocasesofnewpublicculturalspaces，the configurationpaths forimprovingtheirsustainabledevelopmentcapability were identified.The study found thatthesustainabledevelopmentcapabiltyofnewpublicculturalspaces includesfourinterrelateddimensions：Management，Collaboration，Service，and Innovation.Thekeycombination paths forenhancing suchcapabilityare innovation-driven，management-led，sicetegratedndeiencymproing.Onthbsisoftsedings，ightenmentleciore putforward intermsoffocusingonadvantageousresources tobuilddistinctive brands，deepeningservicefunctions torespond to cultural needs，and establishing acollaborative foundation to integrate cross-sector resources.

新型公共文化空间是由政府与社会力量合作，创新采用腾退改造、服务嵌入等多种建设方式，集多场景、多业态、多功能的实体与精神复合空间。作为推动公共文化服务高质量发展的关键抓手，国家高度重视新型公共文化空间建设，《“十四五\"文化和旅游发展规划》《“十四五\"公共文化服务体系建设规划》明确提出“立足城乡、因地制宜\"等建设原则，要求“创新打造一批具有鲜明特色和人文品质的新型公共文化空间”。截至2024年12月25日，全国各类新型公共文化空间已建成超3.88万个[2]，形成了一系列品牌化管理、社会化运营的典型经验。然而，部分新型公共文化空间在建设过程中出现了建而不用、用而不优的可持续发展问题，引发政府、业界警觉[3-4]，如何增强新型公共文化空间的可持续发展能力成为亟待解决的现实难题[5]。新型公共文化空间的可持续发展能力是指新型公共文化空间在满足当下公众文化需求的同时，通过有效整合管理、协同、服务与创新等核心要素，应对内外部挑战，保障空间长期稳定运行，有效健全公共文化服务功能的动态能力体系。基于此，从学理层面梳理和总结新型公共文化空间可持续发展能力的要素关系和关键路径，对于推动公共文化服务高质量发展具有重要的理论价值与现实意义。

本研究基于元综合分析方法构建新型公共文化空间的可持续发展能力框架，并以全国40个新型公共文化空间建设案例为样本，运用定性比较分析方法进一步探究新型公共文化空间的可持续发展能力提升的组态路径。……
