在我国，战略规划作为一种“非法定规划”，是一种对城市与区域宏观战略性核心问题的研究，可以对从总体规划到详细规划在宏观性、灵活性和战略性等方面的不足给予修正和补充。从规划内容上来看，战略规划的重点包括空间发展方向、城乡空间结构、区域与城市发展模式、产业选择与功能定位以及景观特色等方面。从规划方法上来看，其技术核心为区域分析、产业研究、空间结构、支撑系统和生态保障等。从规划目标上来看，战略规划的定位是通过宏观、粗线条的战略研究，来把握城市未来发展大的趋势、方向、动态和结构。可见，研究城市空间发展的规律性和合理性是战略规划的核心和前提。
