摘 要：【目的】分析智能网联汽车技术及产业的特点，提出构建河南智能网联汽车产业集群高质量发展的可行性方案。【方法】从创新驱动的视角，结合智能网联汽车产业作为汽车制造、信息通信、交通运输等行业深度融合发展的新兴业态，具备产业链条长、科技密度高、带动作用强等特点，对照分析河南汽车产业的发展态势。【结果】河南汽车制造业呈现出良好发展态势，产业集群基本形成，但也存在一些困境，如汽车产业规模偏小、品牌效应引领力不足、芯片传感器高科技公司偏少等问题。【结论】河南需要在创新驱动战略下，健全产业政策、增强协同创新能力、培育区域品牌影响力、加快商业应用落地，实现河南汽车制造业换道领跑，打造区域经济发展重要增长极。

Abstract： [Purposes] To analyze the characteristics of intelligent connected vehicle technology and industry， and to build a feasible plan for the high-quality development of the intelligent connected vehicle industrial cluster in Henan Province. [Methods] From the perspective of innovation-driven， combined with the fact that the intelligent connected automobile industry is an emerging industry with deep integration and development of automobile manufacturing， information and communication， transportation and other industries， with a long industrial chain， high technology density and strong driving role， the development characteristics of the existing automobile industry in Henan are compared and analyzed. [Findings] The automobile manufacturing industry in Henan has shown a good development trend， and the industrial cluster has basically formed， but there are also some difficulties， such as the small scale of the automobile industry， the lack of brand effect leadership， and the small number of sensor chip high-tech companies. [Conclusions] Driven by innovation， Henan should improve industrial policies， enhance collaborative innovation capabilities， cultivate regional brand influence， and accelerate the implementation of commercial applications， so as to realize the leading role of the automobile manufacturing industry in Henan Province and create an important growth pole for regional economic development.

0 前言

建設现代化经济体系的着力点是加快建设制造强国，加快发展先进制造业，推动互联网、大数据、人工智能和实体经济深度融合。汽车制造业是经济发展的支柱产业，我国汽车产业已成为世界汽车产业的重要组成部分，产销量已经连续9年位列世界第一［1］。智能网联汽车作为未来最具应用前景的大型智能终端，已成为制造强国争夺产业技术制高点和话语权的重要阵地，已成为世界汽车工程领域的研究热点和汽车产业增长的新动力。

创新驱动不仅是转变制造业发展方式的本质要求，而且是重塑制造业竞争优势的现实路径［2］。……
