Development and Practical Approaches on the Evaluation of Nationwide Digital Literacy and Skills

Abstract:The citizens’digital literacy and skills are an important component of the core literacy for contemporary citizens and the inevitable requirement of modernization for human literacy.Digital literacy has risen from an initial academic research object to the strategic vision of a country or organization,deeply integrating into the process of economic and social development.This article solidifies the cognitive foundation of evaluation research by explaining the development trends of digital literacy concept names,characteristics of heterogeneous integration,and capability framework dimensions.Based on the international perspective and actual national conditions,the evaluation of digital literacy and skills for a super large-scale population has been conducted.The theoretical and practical basis of evaluation models and evaluation indicator systems are improved,which enhances scientificity and standardization.The evaluation categories and interrelationships of each indicator dimension are clarified.The evaluation tools are developed to connect the theory research and practice closely.The data are expected to be available,assisting the sustainable and healthy development of the digital society.

The Practical Logic of Popularizing Scientific and Technological Resources

Abstract:The popularization of scientific and technological resources is a strategic measure to implement the important discourse of Xi Jinping’s Two-Wings Theory and promote the combination of scientific research and popularization,which is of great significance for scienfic and technological innovation and popularization.Although the current popularization of scientific and technological resources has achieved good results,there are still many problems,particularly in the insufficient integration of science research and popularization,and there is still great room for improvement in the systematic promotion and institutional design of the popularization of scientific and technological resources.In order to better promote the popularization of scientific and technological resources,this article analyzes the evolution process of the relationship between the scientific community and science popularization from a historical perspective through various methods such as case analysis,empirical analysis,and literature research,and elaborates on the connotation of the popularization of scientific and technological resources from the perspective of integration of scientific research and science popularization.After extensive interviews and drawing on international experience,four practical models for the popularization of scientific and technological resources have been proposed,and suggestions have been put forward from four aspects:establishing a mechanism for combining science popularization and scientific research,building bases,strengthening the training of scientists,and increasing the scale of scientists training.

Research on the Practical Mode of Scientists’Participation in Science Popularization

Abstract:Under the new ecological environment of science popularization in the new era,the pattern of science popularization with the participation of the whole society is speeding up.At the same time,scientists are required to strengthen their sense of mission and responsibility and give full play to their main role in science popularization.However,there is still a phenomenon of“contrast between knowledge and practice”,facing the“four no dilemmas”of“dare not,do not want to,disdain,and not good at”.In order to realize the transformation to“true understanding,true willingness,true love,and true skills”,the practical model and effective mechanism of scientists’participation in science popularization need to be studied and solved.The article constructs an analytical framework for scientists participation in science popularization practice based on practical scenarios.It summarizes three main practical modes:dominant creative mode,cooperative participation mode,and auxiliary support mode.Based on the theory of Motivation-Opportunity-Ability,a dynamic evaluation table for the selection of scientific popularization mode is constructed,proposing proposals for different modes of suitable populations.The research results aim to provide a reference for more scientists to participate in scientific popularization and provide decision-making support for relevant departments to formulate and improve special policies.

Research on Narrative Strategies of Scientists’Science Popularization Short Videos:Take Academician Wang Pinxian’s Practice on Bilibili as an Example

Abstract:In recent years,many scientists in diverse fields have participated in the creation of science popularization short videos,creating a wave of“science popularization fever”on major short video platforms.For the creation of science popularization short videos,the narrative approach is crucial.The science popularization short videos created by scientists have different characteristics from those made by others in the narrative approach.Academician Wang Pinxian is a representative figure of scientists participation in science popularization,and he is the“top stream”among Bilibili's content creators.Therefore,based on Wang Pinxian’s science popularization short videos released on Bilibili,this paper conducts a case study on the narrative theme,narrative subject,audio-visual symbols and narrative strategies in structure and discourse,analyses the narrative characteristics and the reasons for the success of them,and then tries to provide references for scientists to participate in the practice of science popularization.

Role Model and Interaction Mechanism of Scientists’Participation in Public Decision-Making

Abstract:The participation of scientists in public decision-making is an important means to promote scientific decision-making mechanisms and ultimately encourage science popularization.While this reflects the continuous role of science in social development,it also reveals that science and policy have not formed a good interaction mechanism from a macro perspective.In this regard,this paper systematically reviews the science and policy stakeholder model described by Pielke and the idealized role model that emerges from it.This paper finds that the model is of considerable reference and representativeness for assessing and guiding the role of scientists in policy-making.At the same time,“visionary scientists”are also the Chinese extension of the role model of scientists.Under the trend of evidence-based decision-making in science,the role model of scientists’participation in public decision-making faces multiple challenges,which depend on the initiative of scientists,timely support from the government,and timely follow-up of science policy system training.It also needs to be refined and explored continuously in practice.

随着信息化的高速发展,高校资产管理平台也在不断推陈出新,从单纯的数据管理扩展为与预算、采购和实际使用都相结合的综合性大数据管理平台,成为高校资产管理制度创新、方式创新的基础。在保障资产账目清晰的基础上,高效地利用资产管理信息平台非常有利于实现学校资产的保值增值,真正提高学校资产管理水平。本文根据我校资产管理工作实践,提出了几点利用信息化平台提高资产管理效益的建议方案,并已实际应用于本单位的资产管理工作中,收到了较好的效果。

The Historical Evolution of the Science and Technology Characteristic High Schools Construction:Origin,Development and Enlightenment

Abstract:Building a strong country in education and cultivating the technological innovation talents is one of the basic projects of the great rejuvenation of the Chinese nation.In this basic project,the science and technology characteristic high schools undertake the important mission of exploring a new mode of talent training.This article focuses on the evolution of the science and technology characteristic high schools construction through the collection of relevant literature for in-depth analysis.It is divided into stages according to the changes in the degree of integration of science and technology education and school education.We summarize the historical experience of the schools,answer the certainty of the science and technology characteristic high schools construction in China,and look forward to the future of the development trend of the science and technology characteristic high schools.The study found that under the promotion and influence of the background of the times and the development of science and technology,the training goals,training models and implementation points of the schools are different at each stage,reflecting distinct historical characteristics.Therefore,this article recommends scientifically grasping the purposes,functions and development positioning of the science and technology characteristic high schools,strengthening policy guidance and resource guarantee,laying out a special plan for talent training in key areas of science and technology in the future,and create a modern science and technology characteristic high schools governance system.

Abstract:As an important approach in promoting science education reform,China’s science and technology characteristic high schools play a crucial role in improving the scientific literacy of teenagers and cultivating scientific and technological innovation talents.This research organizes the development of domestic science and technology characteristic high schools.It discusses its construction status from four perspectives: policy support,construction scale,social participation and talent training effect.This research holds that in the current situation,there are problems such as utilitarianism,rigid teaching,and weak teachers.In addition to the typical practice in China’s construction practice,it is proposed that the construction of China’s science and technology characteristic high schools should stick to the correct educational direction and pay attention to the general orientation of basic education.Promoting the integration of science and technology education concepts and teaching practices,optimizing the establishment of teacher standards and the design of training content.

The International Experience in the Construction of Science and Technology Characteristic High Schools:Policies,Pathways,and Enlightenment

Abstract:Science and technology characteristic high schools play a crucial role in science education by cultivating future talents in technological innovation.This study aims to explore the policy layout and implementation paths of international science and technology characteristic high schools,using the examples of the United States,Singapore,and Japan.Through collecting relevant policies and literature and conducting in-depth analysis,the research findings indicate that these countries provide clear guidance and support for constructing science and technology characteristic high schools through educational policies.Additionally,different types of science and technology distinctive high schools,based on their characteristics,are committed to providing all students with opportunities for science and engineering learning,thereby nurturing reserve talents for scientific and technological innovation.Based on the research results,the study suggested establishing a scientific,rigorous,and efficient quality assurance mechanism when promoting the construction of science and technology characteristic high schools: at the macro level,formulate a development blueprint that supports the strategy of strengthening the country;at the meso level,build a support system for the cultivation of reserve talents for scientific and technological innovation;at the micro level,implement classification assessment and highlight characteristic education quality evaluation.

Abstract:Starting from the importance and uniqueness of chemical science popularization,and combined with years of experience in promoting chemical science popularization,the article explains the essential characteristics and fundamental tasks of chemistry as the center of modern science.Based on the analysis of typical practice cases of chemical science popularization,the article proposes suggestions for high-quality development of chemical science popularization.The article aims to provide new perspectives for chemists engaged in chemical science popularization and also providie fresh ideas for innovative development of chemical science popularization work in the context of sci-tech self-reliance and self-strengthening at higher levels.
