摘 要 公共图书馆具有保障视障弱势群体均等享有社会公共文化知识服务的责任。论文对我国31个省级图书馆在视障读者阅览室的设置情况及发展现状进行调查，结合行业与技术的发展方向，探索数据信息时代下利用智能技术重塑有声读物的出版方式和版权保护机制，通过智能技术与有声出版的深度融合，强化社会组织在公益事业中的责任主体意识，助力视障读者智能有声资源的建设和推广，实现视障读者跨时空的临场阅读。

Exploring the Path of Intelligent Audio Publishing for the Visually Impaired of Public Libraries

Abstract Public libraries have the responsibility to ensure the visually impaired vulnerable groups to enjoy social public cultural knowledge services equally. This paper investigates the setting and development status of reading rooms for visually impaired readers in 31 provincial libraries in China. Combining with the development direction of industry and technology， this paper explores the use of intelligent technology to reshape the publishing mode and copyright protection mechanism of audio books in the data information age. Through the deep integration of intelligent technology and audio publishing， it strengthens the sense of responsibility of social organizations in public welfare undertakings， helps the construction and promotion of intelligent audio resources for visually impaired readers， and realizes on-the-spot reading of visually impaired readers across time and space.

0 引言

目前来看，在公共图书馆阅读群体中，视障群体受教育程度普遍不高，系统学习过盲文认知课程的人数较少，导致该群体在利用公共文化知识方面存在一定的困难。而有声读物的出现，冲破了视觉和文化程度的束缚，通过一种更为直接、清晰的听读方式，在视障读者群体中展现出优势。因此，有声读物开始成为视障读者获取知识和信息的重要载体，是难以替代的学习和交流工具，已成为世界各国为视障读者提供的最主要的出版服务[1]。

随着视障群体接受教育的机会逐渐变多，其学习新事物的能力、交流联系、接触社会的渴望也呈现明显的上升趋势，较普通大众而言，视障用户更希望借助新兴技术和互联网的发展给予其设计关怀。深挖内容资源，提供多形态知识服务产品，以智能技术催生知识服务内容多元化呈现，是人工智能技术的发展趋势、探索知识服务新路径的重要策略[2]。……
