阐释研发之“创”

明代傅浚所著《铁冶志》，是一本很有价值的科学专著，然而在中国失传已久，全球仅有俄罗斯圣彼得堡大学收藏一孤本。2019年，该大学校长将复制本赠送给到访的习近平主席。这个孤本，是山东大学参与“全球汉籍合璧工程”的老师发现的。通过这个工程，897种国内稀见的汉籍，从美、俄、英、法、日等国家回归中国。

这项对中华文明功德无量的“全球汉籍合璧工程”，由山东大学设计、提出，获得国家资助，并从一开始就得到了中共山东省委、省政府的关心支持。

作为中国传统文化重要发祥地的山东，勇于担当、敢为人先。研究单位发起传承保护的各种工程、项目，各级党委、政府给予大力支持，已成为这里保护传承传统文化的一道风景。

孔府档案是儒学体系的重要组成部分，约有25万余件，文体繁多，内容浩瀚，是中国社会史、明清史、近现代史研究的瑰宝。在孔子故里，曲阜师范大学和曲阜市政府合作，开展了孔府档案抢救性整理和挖掘研究工程。目前，三卷本《孔子博物馆藏孔府档案汇编·明代卷》已出版发行，相应的《儒学五圣》编纂和“四书”解读工程也已启动。

对于国家部署实施的重大工程，山东表现出勇挑重担、积极作为的魄力。中医药文化是中华优秀传统文化瑰宝。山东中医药大学牵头出版《中国古医籍整理丛书》，国家投入资金4000万元，这是新中国成立以来投入最大的中医古籍保护与利用项目。山东还在曲阜挂牌建设了国家古籍保护中心中华优秀传统文化实践基地，创建了国家古籍保护中心人才培训基地和省古籍修复中心，创建“山东省图书馆古籍珍本数据库”“山东省图书馆易学古籍数据库”等。

“求木之长者，必固其根本。”这些工作，为全面阐发中华优秀传统文化奠定了扎实的文献基础。

保护传承之“创”

3月7日，在曲阜市尼山镇鲁源新村，一场别开生面的“婆媳互夸”活动温情进行。10对好婆媳面对面细数生活点滴，一个个鲜明生动的好婆婆、好媳妇形象呈现在大家面前。

“说出平时生活中不好意思说出的心里话，讲出真实的感受，婆媳关系更加融洽了，家庭也更和睦了。”鲁源新村妇联主席孔凡玲表示，希望能通过这种“婆媳互夸”的方式，夸出和谐千万家，以良好的家风营造良好的民风，以家庭的和谐推动社会的和谐。

儒家文化的滋养，为曲阜弘扬中华民族传统美德、传承优秀传统文化提供了适宜的土壤。传承着儒家文化的孔子讲堂，集教育、服务群众为一体的新时代文明实践站，创新乡村治理的“和为贵”调解室，激励村民向上向善的“善行义举四德榜”，已成为每个村庄的“标配”。

优秀传统文化的传承发展，离不开平台和载体。山东精心设计、系统部署，通过曲阜优秀传统文化传承发展示范区、齐文化传承创新示范区推动优秀传统文化传承发展，不断探索传统文化“两创”路径，实现“破圈”发展。

经过近5年考古发掘，“寻找稷下学宫”考古项目取得重大突破——淄博市临淄区齐都镇小徐村西的齐故城小城西门外建筑基址群，被专家认定为稷下学宫遗址。穿越2000多年时空，稷下学宫“大门开启”。除遗址范围外，其样貌特点、历史职能、文脉流变等话题，也引起了人们的兴趣。

中国最早的高等学府稷下学宫遗址基本确定，对正在打造齐文化传承创新示范区、深度挖掘城市文化价值、实施齐文化传承创新突破行动的淄博来说，具有无法估量的价值。如今，淄博正充分吸收齐文化“变革、开放、创新、务实、包容”的精神内核和独特品质，推动文化高质量发展，齐都文化城、蹴鞠小镇等一批项目已投入运营，正不断焕发出地域文化的生机活力。

传统手造之“创”

让优秀文化世代相传，距离我们并不遥远。青州博物馆研究馆员王瑞霞举例说，青州石雕历史悠久，不少青州人家里就陈设着石雕生活器具，却自用而不知；青州花毽是广受欢迎的健身物，但知道它是国家级非遗的人却不多。“不仅开展非遗抢救、普查、整理，还要进行发展性传承，融入现代生活，让其成为生活的一部分。只有这样，传统文化才能真正‘活’起来。”

为深入推进“两创”，让优秀传统文化更加现代化、当代化、生活化，2021年，山东省创新推出全新文化创意品牌“山东手造”。在第二届中国国际文化旅游博览会上，“山东手造”首次亮相，600平方米的“山东手造”精品展区集中展示陶琉、柳编、汉服、鲁绣等全省最有代表性的手造精品资源，吸引众多目光。

为持续擦亮“山东手造”品牌，全面助推传统产业升级，山东还通过传统手造产业与新技术的深度渗透，叠加智能制造、数字赋能，形成“山东手造”产业新动能。业内人士认为，“山东手造”是满足广大人民群众美好生活需要的重要途径，促进乡村振兴的重要引擎，壮大文化实力的重要支点，立德树人教育的重要载体及扩大对外传播的重要窗口。

虎年春节、北京冬奥期间，“山东手造”频繁出圈。先是一盏“淄博造”虎悦春碗搭上央视春晚大IP，刷爆热搜；紧接着，一款国潮范儿和科技范儿兼具的“冬奥杯”又圈粉无数，让淄博近万年的陶瓷文化得到国内外广泛关注……山东省文化和旅游厅厅长王磊表示，山东鲜明提出打造“山东手造”品牌，就是要把非遗或传统工艺融入现代人的日常生活，开拓一片崭新的消费市场。未来，山东省文旅厅将把“山东手造”作为推动“两创”的重要抓手，推进“山东手造”全面起势。

As the hometown of Confucius and Mencius and a province of ceremonies, Shandong has profound historical and cultural deposits. In November 2013, General Secretary Xi Jinping inspected Shandong, called for vigorously carrying forward fine traditional culture in Qufu, and put forward the major policy of promoting the creative transformation and innovative development of fine traditional culture. For nine years, Shandong has further practiced the policy of “Creative Transformation and Innovative Development”, energetically propelled the creative transformation and innovative development of fine traditional culture, and achieved solid results.

The TCM culture is a treasure of the traditional Chinese culture. Shandong University of Traditional Chinese Culture took the lead in publishing the, in which China invested RMB 40 million. It is a conservation and utilization project for ancient Chinese medical books with the highest degree of investment since the founding of New China. Besides, Shandong has registered and built the Fine Traditional Chinese Culture Practice Base, the National Ancient Book Protection Center in Qufu, and established the Talent Training Base of the National Ancient Book Protection Center, the Shandong Ancient Book Restoration Center, as well as the “Ancient and Rare Book Database of Shandong Library”, the “Ancient I-Ching Study Book Database of Shandong Library”, etc.

The inheritance and development of fine traditional culture cannot be divorced from platforms or carriers. With meticulous design and systematic arrangements, Shandong has promoted the inheritance and development of fine traditional culture via the Qufu Demonstration Zone for Inheritance and Development of Fine Traditional Culture and the Demonstration Zone for Inheritance and Development of Qi Culture, and continued to explore the paths of “Creative Transformation and Innovative Development” of traditional culture and to achieve development by “Breaking the Circle “.

In 2021, Shandong innovatively launched a new cultural & creative brand — “Shandong Handicrafts”, with an aim of integrating intangible cultural heritage or traditional crafts into the daily life of modern people, and opening up a new consumer market. In the future, Shandong will utilize “Shandong Handicrafts” as an important means of advancing “Creative Transformation and Innovative Development”, and promote the full rise of the brand.
