摘要：城市化进程不断加快的现代社会，环境也在不断的被破坏，城市建设过程中大工厂对环境产生的破坏更是不可估量，为了保护环境，有必要加强环境监察能力建设，针对有关部门进行定期的培训，加强其知识性的学习;同时健全监察制度，让环境保护成为可持续发展的一项事业;最后，在进行环境保护的时候，运用群众的力量，宣传环境保护的知识，让群众从生活小事做起为环境保护出一份力。

引言：

环境的好坏决定着居民的生活质量，也决定着生态环境的变化，由于经济发展过程中疏于对环境的保护，导致现在产生了很多的环境问题，大城市中出现雾霾、扬沙天气，世界总体上看，全球气候变暖，废气、废水的过量排放，这都增加了环境保护的难度，为了保护环境，提升居民的居住幸福感，要不断的加强环境监察能力建设。

一、监察工作存在的主要问题

近些年，随着社会的进步和经济的不断发展，居民的居住满意度也在不断的升高，随着工业化进程的加快，环境破坏的速度也在不断的加快，为了提升群众的生活幸福感，同时也为了经济和资源利用的可持续发展，我国的环境监察工作能力也在不断的增强，但是目前来看，还存在一些不足。

环境保护部门的存在就是为了保障政策的顺利实施，但是政策的完善是需要时间的，对于目前的状况而言，环境保护的政策很多都是假大空的，在实际运用的过程中，不能在其中找到有效的政策进行执行，并且很多政策都不适合当前的社会发展状况，这更是增加了环境监察工作的难度。……
