摘要：行政电话业务资费作为企业运营固定支出，业务话单的计费精准性尤为关键。本文通过分析和研究电力企业行政交换网计费系统运行管理现状，提出产生异常话单的多种原因。结合行政交换现网结构及业务运行原理，针对各种不同类型的异常话单，分析其多发场景，有针对性的提出具体解决方案。同时，充分考量经济性及可行性，通过新增异常话单分析管理工具内嵌至原有计费系统，完成原计费系统功能优化升级，极大地减少了异常话单的数量，为用户提供了更精准的服务，提高了行政交换网综合管理能力。

Abstract：As administrative telephone switching service charges are fixed expenses of enterprise operation，the accuracy of billing is especially critical. Based on the analysis and study of the current situations of the administrative telephone switching network billing system that running in the state grid，this paper puts forward various reasons for abnormal calling records. By analyzing the multiple scenarios which different types of abnormal calling records take place，this paper gives us several specific solutions that based on administrative telephone switching network structure and operation principles. At the same time，the article optimizes and upgrades the functions of the original billing system by adding the abnormal calling record analyzing and managing tool into it，with the economic and feasibility factors fully considered.This effort has greatly reduced the number of abnormal calling records，provided users with more precise services，and improved the comprehensive managing capability of the administrative telephone switching network.

1引言

近年来，隨着国家电网体制改革的提速，对电力行政交换网的覆盖范围和业务能力提出了更高要求[1]。电力行政交换网以平稳运行为主要特征，为电力企业日常办公提供有力支撑。电力行政交换网多次升级改造组网及业务运行方式[2-3]，先后历经程控交换技术、软交换技术及IMS技术体制，并在过渡时期表现为多种技术体制兼而有之。

电力行政交换业务面向主体为电力系统内用户办公，同时需要考虑到伴随运行商通信技术不断演进，行政交换业务领域不断拓宽。由此，与运营商的结算准确性以及用户对使用资费的明确性均要求计费的精准性不断提升[4-6]。如何发展高质量服务、缩减企业生产经营成本，已成为电力行政交换网必须关注和攻克问题[7]。……
