【Abstract】This article will analyze in detail the significance of the management of patriotic education for citizens in rural primary and high schools and the problems in the management mechanism of patriotic education for citizens in rural primary and high schools. The purpose is to study innovative strategies for the management mechanism of patriotic education for citizens in rural primary and high schools.

在新时代中，实现中国梦必须弘扬中国精神，这就是以爱国主义为核心的民族精神，以改革创新为核心的时代精神。在世界全球化进程不断深入的当下，中小学公民是未来社会主义建设的主要承担者，借助爱国主义教育工作，可以避免学生出现不良思想，促进社会主义建设。但是根据农村中小学公民爱国主义教育实际情况来看，仍存在一些问题，直接影响着农村中小学公民爱国主义教育管理水平的提升。为此，农村中小学校必须要实施农村中小学公民爱国主义教育管理机制的创新，强化学生的爱国主义精神，确保农村中小学校爱国主义教育管理工作得以健康、长效、稳定发展。

一、农村中小学公民爱国主义教育管理机制存在的问题

（一）爱国主义教育管理考核机制缺失

当前很多农村中小学校在实施爱国主义教育管理时，忽视了爱国主义教育管理考核机制，很难将爱国主义教育作为评价学校工作的重要指标。若缺乏爱国教育管理评价机制，很容易造成爱国主义教育“走形式”“低效率”等问题，直接降低了农村中小学公民爱国主义教育管理效率。……
