摘 要：重庆市公安局北碚区分局不断完善“党政主导、公安主力、部门联动、街镇共抓、全民参与”的电信网络诈骗犯罪治理格局，从组织层面推进提升打击力度，在反诈宣传上强化治理效能实现突破，以最大决心、最强力度、最实举措抓防范、压发案，积極探索电信网络诈骗破案数、抓获人数、冻结资金和挽损金额同步提升的侦查防范对策，严厉预防并打击电信网络诈骗犯罪，切实维护人民群众合法权益。

Investigation and Prevention of telecom network fraud crime

——Taking Beibei District of Chongqing as an example

Abstract：Beibei District Branch of Chongqing Public Security Bureau constantly improves the governance pattern of telecom and network fraud crime， which is dominated by the party and the government， the main force of public security， the linkage of departments， the joint efforts of street and town， and the participation of the whole people. At present， the investigation and prevention work of telecom and network fraud in Chongqing is faced with problems such as the coordination concept to be improved， the propaganda and prevention work is not in place， and the difficulty of investigation is increasing. Beibei District Branch of Chongqing Public Security Bureau takes the biggest determination， the strongest strength and the most practical measures to prevent and suppress the crime. To explore the investigation and prevention countermeasures of the simultaneous increase of the number of solved cases of telecom and network fraud， the number of people arrested， frozen funds and the amount of withdrawal loss， strictly prevent and crack down on telecom and network fraud crimes， and earnestly safeguard the legitimate rights and interests of the people.

近年来，电信网络诈骗犯罪日益猖獗，以习近平同志为核心的党中央高度重视打击治理电信网络诈骗犯罪工作，作出政治性、思想性和指导性并存的打击治理电信网络诈骗批示精神，提供根本遵循。重庆市公安局北碚区分局不断完善“党政主导、公安主力、部门联动、街镇共抓、全民参与”的工作格局，在组织推进上加力、打击力度上提升、反诈宣传上强化、综合治理上突破，以最大决心、最强力度、最实举措抓防范、压发案，实现了连续2年电信网络诈骗破案数、抓获人数、冻结资金、挽损金额逐步上升，特别是2021年以来，实现发案率同比下降5.65%，切实维护了人民群众切身利益和社会稳定，未来仍进一步对电信网络诈骗犯罪侦防工作展开新思考， 探索打击电信网络诈骗犯罪的新思路[1]。……
