【摘  要】创新型科技人才是科技创新的主体和重要的战略资源，是区域经济发展的关键引擎，是河北省借力京津冀协同实现经济高质量发展的重要保障。首先，论文对河北省创新型科技人才的发展现状进行了分析，河北省创新型科技人才引进与培育政策逐步落地、人才数量与科技产出不断提升、人才创新氛围与环境不断改善。其次，对河北省创新型科技人才引进环境与培育能力存在的不足进行了阐述，创新型科技人才引进的市场主体导向作用、京津人才协同机制、人才引进的生态环境以及人才引进后的培育机制需进一步完善。最后，提出了明确人才市场需求、借力京津协同激活人才柔性共享机制、优化创新人才引进环境、完善人才培育制度的对策建议。

【Abstract】Innovative scientific and technological talents are the main body of scientific and technological innovation and the important strategic resources， the key engine of regional economic development， and the important guarantee for Hebei Province to achieve high-quality economic development with the help of Beijing-Tianjin-Hebei cooperation. First of all， the paper analyzes the development status of innovative scientific and technological talents in Hebei Province. The introduction and cultivation policies of innovative scientific and technological talents in Hebei Province are gradually implemented， the number of talents and scientific and technological output are continuously improved， and the atmosphere and environment for innovation talents are continuously improved. Secondly， the paper expounds the deficiencies existing in the introduction environment and cultivation ability of innovative scientific and technological talents in Hebei Province. The subject guiding role of market in the introduction of innovative scientific and technological talents， the talents cooperation mechanism of Beijing-Tianjin， the ecological environment of talents introduction and the cultivation mechanism after talents introduction need to be further improved. Finally， the paper puts forward some countermeasures and suggestions， such as clarifying the demand of talents market， activating the flexible talents sharing mechanism through the cooperation of Beijing-Tianjin， optimizing the environment for the introduction of innovative talents， and improving the talents cultivation system.

十九大报告明确提出“创新是引领发展的第一动力，是建设现代化经济体系的战略支撑”。在实施创新驱动发展战略中，科技创新是实现产业转型升级和经济高质量发展的重要途径。而创新型科技人才是科技创新的主体和重要的战略资源，是区域经济发展的关键引擎，在提高区域综合竞争力中发挥着重要的推动作用。随着京津冀协同发展的不断深入，河北省经济的高质量发展离不开科技创新战略的支撑，引进和培育创新型科技人才也成为最为关键的环节。……
