【摘  要】新时期以来，党中央高度重视国有企业改革发展和党建工作，党中央强调坚持党的领导、加强党的建设，是国有企业的“根”和“魂”，是国有企业的独特优势，为国有企业党的建设指明了方向。论文主要介绍大型国企海外项目的党建工作，探索实践海外项目联合党工委的创新模式与方法，为项目的顺利实施和保障国资安全稳健保驾护航。

【Abstract】Since the new era， the Party Central Committee attaches great importance to the reform and development and Party building work of state-owned enterprises. The Party Central Committee emphasizes that adhering to the Party's leadership and strengthening Party building are the "root" and "soul" of state-owned enterprises and the unique advantages of state-owned enterprises， which points out the direction for Party building in state-owned enterprises. This paper mainly introduces the Party building work of overseas projects of large state-owned enterprises， explores and practices the innovative mode and method of the joint Party working committee of overseas projects， and guarantees the smooth implementation of the projects and the safety and soundness of state-owned assets.

1 实施背景分析

某海外水电站项目群是中国企业首次在境外以流域整体规划和BOT投资开发，参建力量中资编队“出海”，受到国家政府和社会各界的高度重视。该项目根据建设条件进行了分期开发，前后建设期长达10年，特许经营近30年。鉴于项目各点分散的属性，参与方较多，为保障国资项目顺利实施，需要开展党建工作与项目生产经营的深度融合，在推进项目开发建设过程中创新采取项目联合党工委的组织实施模式，这在中资海外项目里为数不多。

1.1 项目联合党建工作创新是加强境外党组织建设发挥党的领导作用的需要
