【摘  要】巴基斯坦是中国的全天候战略合作伙伴，中巴经济走廊是中国“一带一路”建设和经济战略的重要一环。论文基于中巴经济走廊能源合作的背景，研究巴基斯坦能源产业的现状，探讨中巴能源合作中存在的问题，提出以中巴能源合作为纽带，以能源的地理转口贸易为推手，完善巴方政府职能，促进能源产业对经济的拉动作用，从而实现中巴能源合作长期可持续性发展。

【Abstract】Pakistan is China's all-weather strategic cooperative partner. The China-Pakistan Economic Corridor is an important part of China's "the Belt and Road" construction and economic strategy. Based on the background of energy cooperation in the China-Pakistan Economic Corridor， this paper studies the current situation of Pakistan's energy industry， discusses the problems existing in China-Pakistan energy cooperation， and puts forward that taking the China-Pakistan energy cooperation as the link， taking the geographical entrepot trade of energy as the driving force， perfecting the functions of Pakistan's government， promoting the pulling effect of energy industry on the economy， so as to realize the long-term sustainable development of China-Pakistan energy cooperation.

1 中巴能源合作的背景

中巴经济走廊是共建“一带一路”的标志性项目，由李克强总理2013年5月访问巴基斯坦时正式提出。中巴经济走廊北起中国新疆喀什，南至巴基斯坦瓜达尔港，是一条包括公路、铁路、油气管道等在内的贸易走廊。该项目以协助巴基斯坦进行基础设施扩建与升级为基础，旨在推进和深化中巴两国在能源、安全、经济等领域的合作。2015年，随着中巴关系由战略合作伙伴关系升级为全天候战略合作伙伴关系，中巴双方明确了以中巴经济走廊为中心，以瓜达尔港、能源、交通基础设施、产业合作为重点的“1+4”合作布局。自2015年中巴经济走廊建设以来，中国在巴基斯坦大量投资，且在大多数年份里对巴基斯坦的投资都占到了巴基斯坦外资投资总额的30%以上，如图1所示。

其中，能源合作一直是中巴经济走廊的重点领域之一。但我国“一带一路”与“中巴经济走廊”涉及的能源项目中主要偏重于电力建设，油气化工项目偏少，这种偏好是与巴基斯坦能源结构现状密不可分的。……
