【摘  要】文化特色小镇建设的重点是将文化资本转化为文化产业链。论文以文化资源条件、产品价值、品牌影响力和可持续发展能力4个一级指标和16个具有代表性的评价因子构建特色小镇文化产业链综合评价体系，采用层次分析法确定各指标权重，创建文化产业链评价模型，并以苏州3个特色小镇调查数据为样本进行了实证评分分析。

【Abstract】The key point of the construction of a small town with cultural characteristics is to transform cultural capital into cultural industrial chain. In this paper， the comprehensive evaluation system of cultural industry chain of characteristic towns is constructed by four first-level indexes including cultural resource conditions， product value， brand influence and sustainable development ability and sixteen representative evaluation factors. The weight of each index is determined by analytic hierarchy process and the evaluation model of cultural industry chain is established. Finally， the empirical score analysis is made based on the survey data of three characteristic towns in Suzhou.

1 引言

特色小镇建设作为国家发展、城市培育的重点工作，已在全国省市陆续铺开。苏州自然也在打造符合自身特点的特色小镇，如以文化产业为支柱的文化特色小镇。文化特色小镇文化底蕴深厚，产业特色鲜明，具有可持续发展的潜力。苏州的众多非物质文化遗产和物质文化遗产已表明苏州具有文化潜能发掘的资质，将这些文化遗产转换为文化产业链是文化特色小镇建设的重点，如何对特色小镇的文化产业链作出评价是当下需要解决的问题。

2 文化特色小镇文化产业链指标评价体系

2.1 文化产业链的定义

产业链的思想最早来源于西方古典经济学关于分工的论断，当时把产业链仅看作一个产品链。之后，马歇尔把分工扩展到企业与企业之间，强调企业间的分工协作的重要性，这可以称为产业链理论真正的起源。20世纪末，查尔斯·兰蒂将产业链的概念引入文化创意产业来研究，形成了“价值链分析法”，认为文化产业的价值链包括创意的形成、文化产品的生产、流通、发送机构、观众与接受5个环节。……
