【摘  要】科技创新是促进档案管理工作高质量发展的重要维度之一，有重要助推作用。论文从当前档案管理工作面临的痛点问题，以及科技创新促进档案管理工作高质量发展的生成路径等几方面展开解析，还原其应有的学术机理和逻辑架构，为科技创新助力档案管理工作高质量发展提供新的理论和实践支撑。

【Abstract】Scientific and technological innovation is one of the important dimensions to promote the high quality development of archives management and plays an important role in boosting it. This paper analyzes the pain points faced by the current archives management work， and the generation path of scientific and technological innovation to promote the high quality development of archives management work from several aspects， restore its due academic mechanism and logical framework， and provide new theoretical and practical support for the high quality development of archives management work assisted by scientific and technological innovation.

1 引言

档案管理工作的基本内容是对各部室文件材料的形成、积累、整理和归档工作进行监督和指导;集中统一管理各种门类和载体的档案资料;做好档案利用服务工作，编制档案检索工具，积极提供利用;开发档案信息资源，编研参考资料，为领导决策、机关建设服务;做好档案统计工作，按规定报送上级部门和自治区档案局;办理领导交办的其他有关档案业务的工作。

2 当前档案管理工作存在的痛点问题

2.1 归档工作不健全

当前档案管理工作还存在一些不科学、不合理的状况，制约了档案工作的高质量发展。突出的问题是归档率比较低。一些重要的档案信息，数据资源没有注意记录保存，甚至没有归档。反映出归档工作不健全。

2.2 档案利用率不高

当前档案的利用率过低，和现实需求存在差距。产生此种倾向的诱因，主要是在档案公安工作中各环节缺乏有效衔接，无法从本质上实现统筹安排。从科技创新的角度来说，对档案管理工作提出了更新更高的要求，提高对软硬件设施的契合度和适应性，才能保证档案信息化的有序推进。……
