摘要：河道管理养护作为巩固河道整治成效的必要手段，是一项长期的、系统的工作。本文通过对上海市金山区河道长效管理养护及考核监管工作的研究，分析当前河道长效管理养护工作中存在的问题，并尝试提出相应解决对策，旨在推动当前河道管理与养护长效化、精细化、信息化，充分展现河道水环境整治工作成果。

Abstract：As a necessary means to consolidate the effect of river regulation，river management and maintenance is a long-term and systematic work. Based on the study of the long-term management and maintenance of river in Jinshan，Shanghai. This paper analyzes the problems existing in the current long-term management and maintenance of the river，and tries to put forward the corresponding countermeasures，so as to promote the long-term，refined and informative management and maintenance of the river，and fully show the achievements of the river in water-environment improvement.

背景

根据《2020上海市河道（湖泊）报告》，金山区共有各类河湖2362条段，其中河道2157条段，长2356.12公里，面积39.7028平方公里。经过多年的建设，金山区以骨干河道为主干的连通水系的基本框架已形成，水利基础设施基本建成，区域内防洪除涝能力有了明显改善和加强，为保障金山区经济社会发展发挥了重要的作用。河道管理养护作为巩固河道整治成效的必要手段，是一项长期的、系统的工作。因此，为了充分展现河道水环境整治工作成果，积极探索制定符合我区河道长效管理及考核监管机制尤为重要。

1. 河道养护考核机制现状

1.1 河道养护基本情况

金山区市区管河道水域面积12.867平方米公里，河道平均面宽40米，年养护资金5122万元，资金来源为市级补助和区级配套。河道责任主体为金山区水利管理所，为便于河道养护管理，按区域划分为5个养护标段，通过招标形式确定了5家养护公司（今年9月起为6家），配备河道保洁人员370余人，保洁船只84艘，保洁点35个，年打捞水生垃圾约30万吨。

全区镇级河道水域面积25.57平方公里，河道平均面宽13米，年养护资金4893.07万元，资金按市区：镇10：3比例配套。……
