摘 要：我们党是我国社会主义现代化建设事业的领导核心，在党内法规体系的建设过程中有着举足轻重的作用。党内法规体系是管党治党重要的依据和价值遵循，是党在治理、完善自身问题过程中的现实依归。而完善党内法规体系与坚持党的领导又密不可分，完善党内法规体系党的建设的重要保证，完善党内法规体系有利于提高党的建设的质量，完善党内法规体系有利于党的执政地位，对于提高党的执政能力具有持久而深远意义。

Abstract：Our Party is the leading core of our socialist modernization，and it plays an important role in the construction of inner-Party laws system. Improve and perfect the system of inner-Party laws and regulations is deeply related to persistence the leadership of the Party. It is an important guarantee to strengthen the Party's construction for Perfect the system of inner-Party laws. Improving the system of inner-Party laws and regulations is conducive to improving the quality of party building， perfecting the system of inner-party laws and regulations is propitious to consolidating the ruling position of the Party， and has lasting and far-reaching significance for improving the ruling ability of the Party.

中华民族从波澜壮阔的上下五千年走来，历经辉煌与坎坷。从党成立之日起，便承担着为中国人民谋幸福，中华民族谋复兴的历史使命，赢得了新民主主义革命的胜利;领导中国人民完成社会主义革命，使社会主义基本制度得以在中国广袤的大地上确立;实行改革开放的伟大革命，成为进行社会主义现代化建设的领头人，争当改革先锋，中国特色社会主义道路在中国由开拓到越走越宽，完成了新的革命的伟大飞跃。在任何历史时期都必须坚持中国共产党的领导而不放手，把党的领导贯彻到党和国家各方面事业、所有机构履行职责全过程，有利于协调推动各方面行动，增强中国特色社会主义事业建设的合力。在不同的历史时期，我们党敢于面对不同的挑战，敢于从自身建设出发，敢于自我革命。为更好地促进自身发展，党的中央组织以及中央纪委、中央各部门和省、自治区、直辖市党委广泛吸取民意，从实际出发，坚持科学规划，提出、发展、建设以及完善党内法规，对党内法规体系的完善工作有着举足轻重的作用。……
