Practice of counterpart assistance and special treatment for serious diseases in tertiary hospitals

[Abstract] In order to further consolidate the counterpart work of tertiary hospitals to assist county-level hospitals in poverty-stricken counties， deepen the reform of medical and health system， optimize the allocation of medical resources， enhance the capacity of primary medical and health services， and better meet the medical and health service needs of the masses， we strived to achieve the goals of "sending a team， leading a hospital（health center）， serving a corner of masses and training a group of talents"， and implemented measures such as "project assistance， team assistance and overall assistance" in Kashgar area. We made plans for the treatment of serious diseases and construct a medical community so as to significantly improve the diagnosis and treatment capacity of the assisted hospitals. We effectively promoted the development of medical community work， and it is a good way to rapidly improve the service level of county-level hospitals in poverty-stricken counties.

黨的十八大以来，以习近平同志为核心的党中央坚持以人民为中心的发展思想，作出了到2020年现行标准下农村贫困人口实现脱贫、贫困县全部摘帽、解决区域性整体贫困、坚决打赢脱贫攻坚战的战略部署。根据国家卫生健康委办公厅《关于开展三级医院对口帮扶贫困县县级医院和农村贫困人口大病专项救治调查工作的通知》要求，推动三级医院对口帮扶贫困县县级医院见真效。深入贯彻落实习近平总书记在6月2日主持召开专家学者座谈会上的重要讲话精神，把疫情暴露出基层医疗救治体系方面存在的薄弱环节和突出问题，作为统筹推进三级医院对口帮扶的一项重要任务，对照县级医院服务能力基本标准、推荐标准和重大疾病救治短板弱项，统筹各方支援力量，向外转率高的病种所涉及的临床学科和平台学科建设发力，使常见病、多发病、部分危急重症能够在县域内得到有效救治。按照“县强、村活、上下联、信息通”的要求，加快紧密型县域医共体建设，实现“90%大病不出县”的帮扶目标。加强县域内远程医疗体系建设，充分发挥“互联网+医疗”在扩大优质医疗资源供给方面的优势，实现县级医院与乡村（社区）医疗卫生机构远程医疗100%全覆盖的任务目标。

加强贫困地区医疗卫生事业建设，全面改善贫困地区医疗卫生机构设施条件，提升县域地区医疗卫生服务能力，是解决贫困群众看病就医问题，有效缓解因病致贫、因病返贫的重要举措，是深化健康扶贫的重要步骤[1]。……
