【摘  要】在固废焚烧过程中，由于固废焚烧发生的反应较多也较复杂等因素，使得固废焚烧过程中潜在的风险较多，安全隐患较大，容易发生事故。为降低固废焚烧厂生产过程中事故的发生概率，对固废焚烧的工艺、设备等进行安全设计就显得尤为重要，这也是生产中重要的安全保障手段。论文基于固废焚烧厂安全生产的角度，从防火、防爆、防泄漏等方面提出相应的安全要求及对策。

【Abstract】In the process of solid waste incineration， due to factors such as more and more complicated reactions that occur in solid waste incineration， there are more potential risks in the process of solid waste incineration， which has greater safety risks and is prone to accidents. In order to reduce the probability of accidents in the production process of solid waste incineration plant， the safety design of solid waste incineration process and equipment is particularly important， which is also an important means of safety assurance in production. Based on the perspective of safe production in solid waste incineration plant， the paper puts forward corresponding safety requirements and countermeasures in terms of fire prevention， explosion prevention， and leakage prevention.

1 固废焚烧工艺安全措施的实施原则

固废焚烧厂通常利用回转式焚烧炉，同时，配套余热锅炉、污水处理设施、助燃用柴油储罐等设施，针对固废焚烧存在的安全问题应采取以下几点安全防范措施：

①在工艺设计中消除或减少易燃、有毒物质的产生或积累，工艺设备尽可能将可燃物质限制在密闭空间（容器、管道）内，并尽量防止泄漏。

②尽可能将空气与易燃物质隔绝。

③消除、控制引燃能源。

④采取措施和安全装置使产生爆炸的三个条件同时出现的可能性减少到最低程度。

2 防泄漏措施

①固废焚烧采用回转式焚烧炉，良好的密封措施和炉膛负压，可保证有害气体不外泄。

②余热锅炉配套星型卸灰装置，启动时飞灰落下，关闭时能保证设备的密封性。

③污水处理及固废焚烧等装置尽量采用密闭操作，将具有毒性、易燃性、强氧化性、强腐蚀性等特性的物料封闭或隔离于管道、设备之中，减少人员直接接触物料，防止事故的发生。……
