【摘  要】近年来，国家对应急物流体系给予了较大支持，应急物流体系建设有了实质性的进展。但是应急物流基础设施建设和物流体系构建还需要进一步强化。有关部门应结合现实情况，作出周密的分析和部署，明确职责范围，优化体制机制。应急物流担负着重要的使命，它在保障疫情防控、促进经济建设、保障人民生活、维持社会稳定方面发挥了重要作用。结合以往突发事件的经验，对应急物流系统进行优化设计，有利于将物资及时、高效地运送到需求地。应急物流系统的不完善会对应急救援工作带来诸多障碍，建立科学、高效的应急物流系统对确保国家安全、地区稳定、人民幸福起到重要作用。

【Abstract】In recent years， the state has given great support to the emergency logistics system， and the construction of emergency logistics system has made substantial progress. But the construction of emergency logistics infrastructure and logistics system needs to be further strengthened. Relevant departments should make thorough analysis and deployment， clarify the scope of responsibility and optimize the system and mechanism in combination with the actual situation. Emergency logistics has an important mission. It plays an important role in ensuring the prevention and control of the epidemic， promoting economic construction， ensuring people's lives， and maintaining social stability. Combined with the experience of the past emergencies， the optimization design of emergency logistics system is conducive to the timely and efficient delivery of materials to the demand. The imperfect emergency logistics system will bring many obstacles to the emergency rescue work. Establishing a scientific and efficient emergency logistics system plays an important role in ensuring national security， regional stability and people's happiness.

1 引言

新冠疫情发展态势严峻，直接影响着国家经济的发展和人民生活水平的提高，应急物流系统的构建能够缓解疫情对社会发展的影响，降低损失。结合目前疫情下应急物流的应用情况，构建疫情下应急物流系统并有效实施，为疫情防控期间维持国计民生提供重要保障。

实践是检验真理的唯一标准，疫情暴露出的后勤问题也为我国应急物流建设，特别是应急物流中心建设提供了宝贵信息。应急物流的特点：一是急、二是乱。“急”是很通俗易懂的，当一场疫情爆发时，时间就是生命，一天甚至一小时的延误都会造成巨大的生命和财产损失，物业、物流与流行病、病毒和生命争夺时间，因此，应急物流应多措并举节省时间。……
