摘  要：近年来，随着城市化进程步伐逐渐加快，各项基础设施建设规模不断扩大，人口也越来越密集，与此同时，也埋下了诸多安全隐患，各种大型火灾、爆炸事故时有发生，严重威胁消防人员的生命安全。对于消防工作人员而言，如何在第一时间做好消防救援指挥工作，保障人们的生命财产安全，是当前所面临的重点问题。扁平化指挥能够有效减少指挥阶梯，扩大指挥范围，高效、合理地传达命令，保障消防救援工作稳步有序地开展，大幅度提升消防救援作战指挥工作效率，最大程度上保障人民的生命财产安全。

On the Superiority of Flat Command in Fire Rescue Operations

Abstract： In recent years， with the pace of urbanization process gradually accelerated， the scale of infrastructure construction continues to expand， the population is more and more dense， at the same time， but also buried a lot of safety risks， a variety of large fire， explosion accidents occur from time to time， but also a serious threat to the life safety of fire personnel. For the fire workers， how to do a good job of fire rescue command in the first time， to protect people's life and property safety， reduce the loss is the key issue facing the current. Flat command can effectively reduce the command ladder， expand the command range， efficiently and reasonably convey orders， guarantee the steady and orderly development of fire and rescue work， greatly improve the efficiency of fire and rescue operational command， and protect the safety of people's lives and property to the greatest extent.

早在20世紀末，扁平化指挥模式便已经出现，并且被应用于美伊作战过程中。近年来，安全事故频频发生，备受社会各界人士的广泛关注，相关部门也高度重视，并对消防救援工作提出了更高的要求。扁平化指挥模式也被逐渐应用到消防救援工作中，当时与西方国家相比，我国消防救援作战在扁平化指挥实践应用方面依然存在一定的差距，需要不断地改进与优化。

1  消防救援作战扁平化指挥模式简述

1.1 特征

扁平化指挥与以往层级指挥有很大的区别在于，扁平化指挥实现了直接指挥、多方面指挥的现代化统一指挥模式，其模式应用于消防救援工作中，以相关法律制度为基础，通过获取精准的数据信息，从而构建灭火救援一体化指挥平台，大幅度提升指挥工作效率和团队人员综合素质。……
