摘  要：随着外空活动的深入开展，外空环境日益复杂，当前外空规则存在诸多问题，空间交通管理成为当前外空治理规则磋商的热点议题，被视为应对日益严峻的太空安全问题的重要方式。本文从空间交通管理的核心作用出发，分析空间交通管理与外空治理的联系，进而试论建立空间交通管理框架的必要性。通过列举的方法，本文归纳总结了国内、国际的外空治理发展现状。最后探讨了空中交通管理对于空间交通管理的指导性意义并进行了部分假设。

On Outer Space Governance under Space Traffic Management

Abstract： With the development of space activities， the outer space environment is becoming more and more complex. There are many problems in the current outer space rules. Space traffic management has become a hot topic in the current consultation of rules on outer space governance， and is regarded as an important way to deal with the serious space security issues. This paper analyzes the relationship between space traffic management and outer space management from the core role of space traffic management， and then discusses the necessity of establishing the space traffic management framework. Through the methods listed， this paper summarizes the development status of outer space governance at home and abroad. Finally， the guiding significance of air traffic management to space traffic management is discussed and some assumptions are made.

1  空間交通管理的主要内容

“空间交通管理”一词由捷克斯洛伐克学者鲁博斯·帕瑞克（Lubos Perek）在1982年国际空间法学会论文中首次正式提出。尽管已经有国际组织（国际宇航科学院等）、学术机构（国际空间大学、美国安柏瑞德航空航天大学等）、国家（美国等）以及众多学者对空间交通管理进行研究并公开，但目前国际层面尚未对其概念、框架、措施等方面达成统一意见，故下文将从外空交通管理的核心作用的角度阐述外空交通管理的内容[1]。

空间交通管理包含的内容极广：从物体发射阶段可以划分为发射前、运行中和再进入3个部分;从维度上又可以分为科技领域和监管领域。综合国际宇航科学院（IAA）于2006年发布的《外空交通管理研究报告》分析，外空交通管理的核心作用包含至少3个大方面：数据信息收集及空间态势感知、空间活动通知系统、具体交通管理规则。……
