摘 要：近些年来，我国社会经济发展水平逐日提高，吸引众多来华的留学生参加到我国的人才培养计划当中。但是由于受到实际需求的约束性，有关来华留学生的人才培养模式亟待创新，需要通过不断完善高职院校的培养特色，进一步促进“双高”建设在我国现阶段的优化与完善，本文主要就高职院校来华留学教育的发展特征以及现存问题等多个方面展开探索，不断能够实现“双高”建设在我国职业教育中的深入发展。

The Construction of the Education Ecology of Higher Vocational Colleges in China under the Background of “Double High”

Abstract：In recent years， the level of social and economic development in China has been improving day by day， attracting many international students to participate in China's talent training program. However， due to the constraints of actual needs， the talent training model for international students in China needs to be innovated. It is necessary to continuously improve the training characteristics of higher vocational colleges to further promote the optimization and perfection of the “double high” construction at this stage. This article mainly explores various aspects such as the development characteristics and existing problems of higher vocational colleges to study abroad education in China， and continuously realize the in-depth development of the “double high” construction in vocational education.

“雙高”计划作为我国高职院校的建设目标，能够从根本上满足高职教育的深刻内涵。因此，在现阶段就需要关注高职院校来华留学生教育的基本模式，能够与双高建设背景相融合，开展趋于国际化的人才培养模式，逐步提高教育生态的构建水平，努力打造我国高职教育的独特优势。

1 双高背景与高职院校来华留学教育的相互联系

1.1 “双高”背景为教育发展提供机遇

“双高”建设计划，作为我国职业教育发展过程当中的重要事件，能够从目标导向的角度出发，对职业教育的水平提供较高的要求，从而能够真正发挥“双高”建设计划的引领作用，不断促进我国职业教育的快速发展。从该角度来看，“双高”建设则能够为来华留学生教育工作，提供重要的发展机遇，从而可以不断促进教育工作的创新建设，努力为开展各种各样的教育工作提供资源条件，不断满足人才培养的建设与发展目标。……
