摘 要：由于社会的发展、时代的变革和科技的进步，社会经济也随之进行了相应的快速发展、人民的收入水平也在不断地提高。因此，机动车早已进入了寻常百姓的家里，每家每户拥有一辆机动车已经是一件习以为常的事情了。人民们在享受惬意的消费与快捷的出行的同时，城市机动车排放尾气所造成的污染问题也日趋严重，针对如今这一个突出的问题，各个城市都对此展开了研究治理，并且都还收获了十分良好的治理效果。但是，在如今污染防治的过程中，依然存在着许多问题，这就给机动车排气污染治理带来了一定的阻碍。该篇文章将围绕“当前城市机动车污染防治中存在的问题”而展开研究与讨论，并对此提出相应的解决措施。

Current Problems in the Prevention and Control of Urban Motor Vehicle Pollution

Abstract：Due to the development of society， the changes of the times and the progress of science and technology， the social economy has also undergone corresponding rapid development， and the people's income level has also been continuously improved. Therefore， motor vehicles have already entered the homes of ordinary people， and it has become commonplace for every household to own a motor vehicle. While the people are enjoying comfortable consumption and fast travel， the pollution problem caused by the exhaust emissions of urban motor vehicles is becoming more and more serious. In response to this outstanding problem today， various cities have launched research and management on this， and they have also been beneficial to the society， and have a very good governance effect. However， in the process of pollution prevention and control today， there are still many problems， which have brought certain obstacles to the control of motor vehicle exhaust pollution. This article will focus on "the current problems in the prevention and control of urban motor vehicle pollution" to conduct research and discussion， and propose corresponding solutions.

隨着我国经济的发展和人民生活水平的提高，机动车的保有量迅速增加，据公安部交通管理局发布消息，2020年全国机动车保有量达3.72亿辆，其中汽车2.81亿辆;机动车驾驶人达4.56亿人，其中汽车驾驶人4.18亿人。2020年全国新注册登记机动车3328万辆，新领证驾驶人2231万人。而新疆截至2019年12月31日，全区机动车保有量549万辆，同比上升9.8%，驾驶人保有量671万人，同比上升8.6%。

1 城市机动车污染防治中存在的问题

1.1 相关人员的监督管理不到位

虽然政府有颁发过有关于机动车污染的法律法规，但是，总会有一些地方对该法律法规置之不理，并未对本地的机动车污染加以控制、监督与管理，这也是执法部门失责的行为。……
