摘 要：石油企业的不断发展，提高了我国经济发展的同时也使得环境污染问题日益严重，石油企业为了可持续发展，安全环保发展方式成为其主要选择方式。由于石油企业安全环保属于一个复杂问题，文章首先对WSR方法论进行简介，然后通过基于WSR方法论从物理、事理和人理三个维度对安全环保进行剖析，建立WSR模型。为解决石油企业的安全环保问题提出新的思路。

Abstract：With the continuous development of oil enterprises， the economic development of our country has been improved， and at the same time， the problem of environmental pollution has become increasingly serious. For the sustainable development of petroleum coMPanies， safety and environmental protection development methods have become their main choice. As the safety and environmental protection of oil enterprises is a complex problem， this paper first introduces WSR methodology， and then analyzes the safety and environmental protection from three dimensions of physics， affairs and human factors based on WSR methodology， and establishes WSR model. Put forward new ideas for solving the safety and environmental protection problems of oil enterprises.

随着环境的不断恶化，各行各业中不断强调环保的重要性。石油企业作为我国重要的行业之一，其中存在很多危险性物质，属于一种危险性较大的行业。而且随着重大安全事故的不断发生，环境污染问题的日益凸显，为了将安全环保深入到石油企业的内部之中，很多学者对安全环保进行了广泛研究，尤其是涉及到安全生产的部分，很多学者提出了各种安全生产的措施和研究方式[1-2]。如果是有石油企业能够做好安全环保工作，将有利于（石油）企业的可持续发展。于是本文以WSR方法论作为分析方法，对石油企业安全环保进行分析，通过这种系统的分析方式，能够从物理、事理和人理这三个维度对安全环保进行剖析，从而实现石油企业的可持续发展。

1 WSR方法论的简介

WSR方法论于1994年所提出，将许多著名学者的研究成果作为基础，能够对复杂问题进行解决和分析[3]。该方法论由我国学者提出，其中使用定性研究和定量研究相结合的方法，在诸多领域中具有不错的应用效果，受到我国学者的青睐。……
