【摘  要】当前，中央纪检监察体制改革逐步深入，国企纪委作为企业内部履行党内监督的专责机关，行使着监督执纪问责的职责，是开展党内监督工作的重要主体，在推进全面从严治党、巩固党风廉政建设和反腐败成果方面起着示范引领和检查督促作用。在新时代条件下，如何持續加强国有企业纪委监督职能的有效性，进一步做深做细做实，是一项重要课题。论文对国有企业纪委党内监督职能的意义进行了论述，对纪委工作中的监督短板问题进行了分析，对推进新时代纪委监督工作高质量发展策略进行了探讨。

【Abstract】At present， the reform of the central discipline inspection and supervision system is gradually deepening. As a specific responsibility agency within the enterprises to perform inner-Party supervision， the commission for discipline inspection in state-owned enterprises is exercising the responsibilities of supervision， discipline enforcement and accountability. It is an important body for intra-Party supervision and plays an exemplary， leading， inspection and urging role in the promotion of seeing Party self-governance exercised fully and with rigor， consolidating the achievements of building good conduct and political integrity and fighting corruption. In the new era， how to continuously strengthen the effectiveness of the supervision function of the commission for discipline inspection in state-owned enterprises is an important topic. This paper discusses the significance of the supervision function within the Party of the commission for discipline inspection of state-owned enterprises， analyzes the shortcomings of the supervision in the work of the commission for discipline inspection， and discusses the strategy of promoting the high quality development of the supervision work of the commission for discipline inspection in the new era.

1 新时代强化国有企业纪委党内监督职能的意义

党的十九大报告指出，国有企业要在深入推进全面深化改革的过程中，对党风廉政建设和反腐败工作新时代价值和意义进行重新审视，国有企业纪委在这方面具有重要的责任，在履行职责过程中，要结合管党治党工作的现实要求，深刻认识履行监督职责的重要价值，严格履行监督责任，为国有企业发展保驾护航，确保国有企业现代化建设取得显著的成果。

1.1 强化纪委监督职能是新时代国有企业发展的必然要求

强化纪委监督职能是国有企业发展的必然要求，也是深入推进全面从严治党的必然选择，但是在监督过程中，也存在着纪委职能发挥不畅、违纪违规形式变化带来的监督困难、内部监督力量薄弱、监督体系不健全、缺乏对权力运行过程的有效监控等问题。……
