【摘  要】近年来，中国经济高增速发展，经济的结构性分化也趋于明显。在此背景下，党中央提出了供给侧改革的战略目标，提出了去产能、去杠杆、去库存、降成本、补短板五大任务。其中，“降成本”是供给侧改革的主要任务，正处于攻坚阶段。根据我国统计局发布的数据显示，我国规模以上工业企业每百元营业收入中成本为84.35元，所以，企业降低成本对我国经济持续稳定发展具有重要作用。论文研究了在供给侧改革的背景下企业降低成本过程中存在的问题，并提出相关建议。

【Abstract】In recent years， with the rapid development of China's economy， the structural differentiation of the economy tends to be obvious. In this context， the CPC Central Committee has put forward the strategic objectives of supply side reform， and put forward the five tasks of reducing overcapacity， deleveraging， destocking， reducing costs and strengthening weak links. Among them， "cost reduction" is the main task of supply side reform， which is in the crucial stage. According to the data released by China's Bureau of Statistics， the cost of China's industrial enterprises above designated size is 84.35 yuan per 100 yuan of operating income. Therefore， reducing the cost of enterprises plays an important role in the sustainable and stable development of China's economy. This paper studies the problems existing in the process of enterprise cost reduction under the background of supply side reform， and puts forward relevant suggestions.

1 引言

近年来，由于原材料和人工成本持续上涨，企业正面临着越来越大的成本压力。2020年新冠肺炎疫情蔓延全球，给世界经济发展带来了格外严峻的考验，全球经济都面临较大的下行压力。在这样的时代背景下，维持企业平稳运行与打造企业竞争优势变得尤为重要，这就需要企业提高成本意识，提高供给的效率和质量，重视成本管理，寻求各种有效降低企业成本的方法，使得有效供给满足社会需求。

2 供给侧改革背景下企业降成本的重要作用

自改革开放以来，中国经济进入高速增长阶段，迄今为止己发展成为世界第二大经济体。但随着国际经济环境变化，当前中国经济人口红利下降、“中等收入陷阱”风险上升，我国的产业结构实现了巨大的调整和优化，经济发展已经从过去的高速增长转入中高速增长，这些变化都表明我国经济发展进入了新常态。……
