摘    要： 河南省大蒜生产有着得天独厚的资源和种植优势，大蒜已成为河南重要的优势特色农产品之一。阐述了河南省大蒜产业发展现状，深入分析了大蒜产业存在的新型生产经营主体规模化种植程度不高、机械化程度低、深加工不强、价格波动大、品牌内涵弱等問题，提出了优势区聚集发展、培育新型生产经营主体、推进生产社会服务化和机械化、加强科技支撑、健全质量追溯体系和数字化管理体系建设、加强产品深加工能力和品牌建设以及完善市场体系等建议，旨在推进大蒜产业实现质量变革、效率变革和动力变革，推进大蒜产业全面振兴。

Current situation of garlic industry in henan province and suggestions of its high quality development during the “14th Five-Year Plan” period

Abstract： Garlic production in Henan Province has unique resource and planting advantages. Garlic has become one of the important characteristic agricultural products in Henan Province. In this paper，the current situation of garlic industry development in Henan Province was discussed and the existing problems of garlic industry such as the low degree of large-scale planting， low level of mechanization，lack of deep processing，weakness of brand power and market orientation were analyzed in depth. To promote the garlic industry to achieve changes in quality，efficiency  and dynamic， and also promote its comprehensive revitalization， some developing suggestions were proposed such as cluster development of advantage areas， cultivation of new type of production and operation entities， accelerating production mechanization， enhancing support of science and technology， improving the construction of quality traceability system， establishing digital management system of garlic industry， constructing “internet plus garlic industry”convergence system， strengthening the construction of industrial brand and the security mechanism.

河南省大蒜生产有着得天独厚的资源和种植优势，产品以蒜头大、香味纯正、辣味适中、营养价值和药用价值高而享誉国内外，已成为河南重要优势特色农产品之一[1]。“十三五”期间，河南省大蒜产业紧紧围绕农业供给侧结构性改革，大力推动大蒜生产向区域化布局、标准化生产、规模化经营、产业化发展等方面转型升级，较好实现了规模产能稳定发展，产业带动力增强，优势特色影响力继续扩大。大蒜效益保持较好水平，不仅满足了国内外的需求，并且成为广大农民群众脱贫致富奔小康的支柱产业[2]。当前，我国经济已由高速增长阶段转向高质量发展阶段，农业作为国民经济的基础产业，也进入了高质量发展阶段。……
