【摘  要】小学德育和安全管理问题对促进小学生的身心发展都发挥着极为重要的作用。由于传统的德育方式和管理模式难以适应当代学生的需求，导致小学德育和安全问题倍增。在新时期下，为了培养出更多合格的社会主义接班人，要采取有效的改善小学德育和安全管理问题的举措，全方位地让小学生在德育活动中提升自身的生命安全管理意识，掌握更多安全技能，增强学生的安全应对能力和综合素养。

【Abstract】Primary school moral education and safety management issues play an extremely important role in promoting the physical and mental development of primary school students. Because traditional moral education methods and management models are difficult to adapt to the needs of contemporary students， moral education and safety problems in primary schools have multiplied. In the new era， in order to cultivate more qualified socialist successors， we need to take effective measures to improve primary school moral education and safety management issues， so that primary school students can enhance their life safety management awareness and mastery in all aspects of moral education activities. More safety skills will enhance students' safety response ability and comprehensive quality.

一、新时期小学德育和安全管理现状剖析

（一）校园安全隐患问题没有得到管理，学生的人身安全受到威胁

学生生活、学习的环境存在的安全隐患问题，若得不到解决，将无法支撑学生进行专心致志的学习。例如，高年级学生欺负低年级学生，导致小学生身心受到威胁。该事件引起的主要原因与学校德育工作有直接关系，教师在德育工作中没有培养学生的道德素养和团队精神，任由这些事情的发展，导致一些学生凭借自己的势力在言语上和行为上威胁其他弱小的学生。

（二）教育活動中产生的各种安全隐患，影响学生学习的效果

由于管理不及时、不到位，在教育教学、体育活动、实践活动中，有可能给学生身体、心理造成伤害，其主要原因是教师在教育教学过程中没有融入更多安全管理理念，没有清醒地认识到德育和安全教育所发挥的重要作用，仅仅关注学生基础知识的学习，思想道德观念比较薄弱，安全教育意识比较淡薄。……
