摘 要：技术转移，是国家创新体系的重要组成部分，是实现科技与经济结合的重要手段。在“大众创业、万众创新”的社会背景下，科技创业企业快速发展，提高创业型企业的技术转移成功率、对促进科技企业成功创业和迅速成长具有重要意义。文章通过对创业型企业以及创业型企业技术转移工作开展所涉及的相关机构部门的调研，分析了目前创业型企业技术转移工作存在的问题和困难，运用扎根理论研究方法，构建了适合创业型企业技术转移的模式，并为保障创业型企业的技术转移模式顺利实施提出措施建议。

Abstract：Technology transfer is an important part of national innovation system and an important means to realize the combination of science technology and economy. Under the social background of “mass entrepreneurship and innovation”， the rapid development of technology start-up enterprises is of great significance to improve the success rate of technology transfer of entrepreneurial enterprises， and to promote the successful entrepreneurship and rapid growth of science and technology enterprises. This paper analyzes the problems and difficulties existing in the technology transfer work of entrepreneurial enterprises through the investigation of relevant institutions and departments involved in the technology transfer work of entrepreneurial enterprises， constructs the technology transfer mode suitable for entrepreneurial enterprises by using the grounded theory research method， and puts forward measures to ensure the smooth implementation of the technology transfer mode of entrepreneurial enterprises.

0 引言

近年來，中国实施创新驱动发展战略。特别是在“大众创业、万众创新”的社会背景下，科技创业企业迅速发展。与之相关的技术研发，技术转移，技术运营，知识产权活动也大量增加。技术转移是指技术拥有人通过某种方式将技术和相关权利转移给其他人的行为。技术转移，是实现技术创新、科技与经济结合的重要手段，是新一轮创新改革的重要内容之一。近年来我国越来越重视科技创新，加大了研发经费投入，专利数量逐年增加，但专利技术与企业需求融合度不够、企业资金和技术人才缺乏等问题制约了技术转移的效果。

目前企业技术转移模式的研究中，大多是从企业的技术转移的现状和普遍问题入手，缺乏针对科技创业型企业的具体模式研究。……
