摘 要：经过本轮公车改革之后，广西林业类事业单位取得了喜人的成绩。配备不合理、使用效率低等现象得到了明显改善，公车私用的问题得到了有效遏制，但长期以来存在的车辆管理与运行成本偏高的问题仍未彻底消除。有鉴于此，本文就广西林业类事业单位公务用车运行与管理的各项成本进行分析，以公车改革社会化服务为视角，就广西林业类事业单位公车改革进入深入探索，以期为林业类事业单位公车改革提供有益借鉴。

Research on the Socialization Reform of Official Car Service of Forestry Institutions in Guangxi

Abstract：After the bus reforms， Guangxi forestry institutions have achieved gratifying results. Unreasonable equipment and low use efficiency have been significantly improved， and the problem of private use of public vehicles has been effectively curbed， but the long-standing problems of high vehicle management and operating costs have not been completely eliminated. In view of this， this article analyzes the various costs of the operation and management of official vehicles in forestry institutions in Guangxi. From the perspective of public bus reform and socialized services， it enters in-depth exploration on the reform of public buses in forestry institutions in Guangxi， with a view to forestry undertakings， to provide a useful reference for official car reform.

多年來，作为我国公务用车的一般制度-实物供给制，在保障公务出行方面发挥了重要作用。然而，随着市场经济机制体制的不断完善，传统的公务用车制度越来越难以适应形势发展的需要。为解决公务用车领域存在的各种突出问题，党中央、国务院专门做出部署，全面推进公务用车制度改革。林业类事业单位是我国公共事业单位不可分割的重要组成部分，广西林业事业单位严格执行中央及地方公务用车制度改革相关要求，以降低公务交通成本、保障公务活动开展、提高行政工作效率、促进党风廉政建设为目的，进行了公务用车改革。经过改革后，公务用车配备不合理、使用效率低等现象得到了改善，公车私用的问题得到了有效遏制，然而与社会车辆用车成本相比，公务车辆的管理与运行成本仍然偏高。为此进一步推动公务用车改革，降低公务交通运营成本，本文就广西林业类事业单位公车管理与运行成本分析，提出公车服务社会化策略并开展分析，为公务用车深化改革提供借鉴。……
