摘  要：校院考核制度是地方高校参与“双一流”建设、提升内涵发展品质的重要内容。战略管理理论、目标管理理论、校院二级管理体制构成地方高校建立校院考核制度的理论基础。在学校战略引领下，校院考核制度应坚持聚焦战略、重在激励，分类考核，底线管理的原则，制定二级学院与职能部门的考核指标体系，明确组织形式与过程，通过科学合理的考核评价制度提升地方高校治理能力与水平。

Abstract： The university-college evaluation system is an important part for high education institutions to participate in the "Double world-class" construction and improve the quality of connotation development. Objective management theory， strategic management theory and secondary management system constitute the theoretical basis of university-college evaluation system. Under the guidance of thestrategy， the university-collegeevaluation system should adhere to the principles of focusing on strategy， focusing on incentives， classified evaluation and negative list management， formulating evaluation indicators system for colleges and functional departments， clarifying evaluation procedures and application of results， and Improving governance ability of local colleges and universities on basic of scientific-reasonable evaluation system.

經过多年内涵式的转型发展，我国地方高校普遍步入管理现代化的进程，战略引领、目标推进已构成各地高校取得跨越式发展的重要方略。从战略实施与目标管理过程而言，评价与考核是其中不可或缺的重要环节。从制度设计而言，制定科学合理的校内单位考核制度，是实现战略目标管理过程闭环、检验实践效果开启新的征程与目标的关键步骤;从治理能力提升的角度而言，科学合理的考核制度能够有效减少管理运行成本、提高校内治理水平并促进事业发展。始于2016年的国家“双一流”建设，要求着力打破身份固化，强化目标管理，突出绩效导向，实施动态调整，因此，建立长效的评价考核制度与机制，不仅与继续提升的高校治理能力与水平紧密关联，也是地方高校大力推进“双一流”建设的内在要求。

现阶段地方高校发展虽已取得长足的进步，但依然面临内部治理体系不够健全、治理能力水平不高，导致办学水平徘徊不前的掣肘难题。……
