【摘    要】笔者结合甘肃省东乡族自治县苏孟小学和锁南中学的实际情况，在下文主要探讨了对少数民族深度贫困地区义务教育阶段学生控辍保学的策略，以期使该地区的每一位适龄儿童能够享受义务教育的权利，降低该地区适龄儿童的辍学率。

A Study on the Strategies of Controlling Dropout of Students in the Compulsory Education Stage in the Deep Poverty Areas of Ethnic Minorities

【Abstract】In the light of the actual situation of Suonan Middle School of Dongxiang Autonomous County in Dongxiang County， Gansu Province， the author mainly discusses the strategies of controlling dropouts in compulsory education in the deep poverty areas of ethnic minorities， to enable every compulsory education child in the region to enjoy his or her rights to the fullest extent possible， and to reduce the drop-out rate of school-age children in the region.

一、政府方面

（一）各級政府要继续加大教育投入

由于少数民族深度贫困地区经济发展水平落后，各种教育资源较为匮乏，特别是优质教师紧缺，使这些地区的孩子不能享受到好的教育资源，他们依靠学业成功的机会很低。

为改变这一现状，需要少数民族深度贫困地区的各级政府通过各种举措，如通过吸收社会资金等手段向义务教育投入更多资金，资金不仅要用来改善义务教育阶段学校的办学条件，还要用来加强这些地区的师资队伍建设，如要经常性地对这些地区的教师进行业务培训、向这些地区的教师提供一定的经济补助，让这些地区的学校留得住优秀教师，吸引人才并留住人才，使所有教师安心从教。

（二）各级政府和学校加强义务教育政策宣传，使其深入人心

各级政府要统筹规划和安排控辍保学和义务教育新闻宣传工作。积极运用有效的舆论宣传工具向少数民族地区的人民群众全面、及时、准确地宣传义务教育政策和优秀师生的典型事迹等，如可以利用地方人民政府门户网站、官方微信公众号、官方微博、官方电视台、广播电台和新闻客户端等向大众宣传控辍保学政策，科普《义务教育法》《教师法》《未成年保护法》等党的教育方针政策。……
