摘  要：中国法院信息化目前已建成庞杂的贯穿法院全部业务流程、涵盖全国3 500多家法院、数千个应用系统的体系。如何在现有基础上进行一体化平台集成、整合，是法院信息化建设的重要环节。該文首先构建了中国法院信息化平台的总体架构，并从网络层、用户层、应用层、数据层、基础设施层分别进行详细分析，然后对中国法院信息化平台进行跨层级、跨地域、跨网系、跨部门、跨业务五个方面协同机制分析。为法院应用系统的融合提升提供了理论支持和参考依据。

Abstract： At present， Chinas court informatization has built a complex system throughout all the courts business process， covering more than 3 500 courts and thousands of application systems across the country. How to integrate the integrated platform on the existing basis is an important link in the construction of court informatization. Firstly， this paper constructs the overall architecture of Chinas court informatization platform， and makes a detailed analysis from the network layer， user layer， application layer， data layer and infrastructure layer， and then analyzes the collaborative mechanism of Chinas court informatization platform from five aspects： cross level， cross region， cross network system， cross department and cross business. It provides theoretical support and reference basis for the integration and improvement of court application system.

0  引  言

中国法院信息化建设从20世纪80年代开始，先后经历了电子化、网络化、数字化的历程。2016年7月，智慧法院建设被写入《国家信息化发展战略纲要》，“建设‘智慧法院，提高案件受理、审判、执行、监督等各环节信息化水平，推动执法司法信息公开，促进司法公平正义”[1]。

中国法院信息化已建成庞杂的贯穿法院全部业务流程、涵盖全国3 500多家法院、数千个应用系统，其信息化系统管理难度可见一斑。考虑到中国法院信息化建设已经发展到一定阶段，在此基础上进行一体化结构设计是非常必要的。如何在现有基础上进行一体化平台集成、整合，通过协同机制使信息系统成效最大化，是法院信息化建设的重要环节。
