摘要：产教融合是面向应用技术型的地方高校培养应用型人才的重要手段，创新的产教融合人才培养机制有助于培养有创新意识、实践能力和综合应用能力强的高素质应用型人才。本文以黑龙江工程学院“教育部-中兴通讯（ICT）产教融合创新基地”建设为例，从基地管理机构的层次化建设、建立健全全方位的协商管理机制、人才培养方案的制订，以及项目式教学模式的引入、双师双能型师资队伍建设、搭建三师一体的管理平台等方面阐述了ICT产教融合创新基地建设的全过程。

On the Innovative Practice of Industry Education Integration in Ordinary Local Colleges

Abstract：The integration of industry and education is an important means to cultivate applied talents in local colleges and universities facing applied technology. The innovative talent training mechanism of industry and education integration helps to cultivate high-quality applied talents with innovative consciousness， practical ability and comprehensive application ability. Taking the construction of "Ministry of education ZTE industry education integration innovation base" of Heilongjiang Institute of engineering as an example， from the hierarchical construction of base management organization to the establishment and improvement of all-round negotiation management mechanism， and finally to the formulation of talent training plan. This paper expounds the whole process of the construction of ICT industry education integration innovation base from the aspects of the introduction of project-based teaching mode， the construction of double qualified and double capable teachers， and the construction of a management platform integrating three qualified teachers.

ICT是信息、通信和技術3个英文单词的词头组合（Information Communication Technology，简称ICT）。是信息技术与通信技术相融合的技术领域。随着5G时代的推广普及，ICT产业将迎来更广阔的前景。作为普通地方高校的黑龙江工程学院也面临着专业优化和调整的问题。学校迫切需要加快与行业头部企业密切合作的模式。2014年12月，教育部与中兴通讯合作启动了“教育部-中兴通讯ICT产教融合创新基地”项目[1]，该项目是在高校转型发展背景下的第一个产教“深度融合”项目，黑龙江工程学院作为第一批入选学校，与中兴通讯股份有限公司签署了《教育部-中兴通讯ICT产教融合创新基地合作框架协议》《“教育部-中兴通讯产教融合创新基地”共建协议书》[2]。基地建设为学校转型升级、人才培养模式的改革以及实验平台的建设都提供了良好的契机，同时为学校科技创新能力和学生实践能力的提升提供了有效的途径。……
