带电更换三相高压计量保险管辅助操作工具研发

摘要:在10kV高压计量保险管被熔断时,通常采取停电处理的方法,但是存在追补电量时间跨度大、计量故障效率低、无法快速恢复供电而影响客户正常生产等问题。本文针对上述问题,提出研发一种辅助操作工具,达到同时带电更换三相高压计量保险管的目的。本文详细讲述了计量保险管故障具体问题及一种不需要停电处理的方案,以提供带电作业更换保险管参考依据。

Research and Development of Auxiliary Operation Tools for Live Replacement of High Voltage Metering Fuse

Abstract:When 10kV high-voltage metering fuse is blown, it is usually treated by power failure, but there are some problems such as long time span of replenishing electricity, low metering failure efficiency, inability to quickly restore power supply, and so on, which affect the normal production of customers. In view of the above problems, this paper proposes to develop an auxiliary operation tool to achieve the purpose of simultaneously replacing three-phase high-voltage metering fuse with live line. The paper describes in detail the specific problems of metering fuse failure and a treatment scheme without power failure, so as to provide reference for replacing fuse with live line operation.

1背景技術
随着计量自动化系统的深入应用,及时发现计量故障的效率越来越高,大大提高了处理计量故障的工作效率[1-3],但是在面对10kV高压计量保险管熔断情况时只能选择停电处理。这种方法存在两个困难:一是用户约时停电难而造成追补电量时间跨度大,计量故障效率低;二是用户开关等设备老旧,容易出现故障,需要较长时间抢修才能恢复,使得客户在这段时间无法生产,给客户和供电局造成损失。如果采取不停电的方式更换保险管,虽然现有的10kV绝缘夹钳有带电更换保险管的作用,但是在相对狭窄的计量柜内操作更换保险管难以进行,很容易造成一次回路短路或接地的发生,对人身、设备安全有极大威胁。例如,2020年蓬江、江海两区用电客户烧断电压互感器A相保险管有3户、B相有4户、C相有9户,由发现故障到约用电客户停电后恢复时长为196小时。
2技术方案
带电更换三相高压保险管辅助操作工具的目的在于克服操作10kV绝缘夹钳更换保险管时可能带来的安全风险,从而使带电更换三相高压计量保险管成为现实。……
