摘要：文章从“三全育人”概念的首次提出出发，阐述了其具体含义与其在探索高校资助工作新模式中的重要意义。其次，文章结合高校发展性资助理念的产生背景、内涵和意义等，指出“三全育人”和发展性资助是相辅相成、互相促进的。文章重点从三方面揭示了“三全育人”背景下高校发展性资助的内涵，进一步指出“三全育人”是资助工作的出发点和落脚点，把“三全育人”理念融入到高校资助育人模式，对大学生自身成长和高校思政教育具有重要意义。

Abstract：This article starts from the first proposal of the concept of "three full-education"，expounds its specific meaning and its significance in exploring the new mode of university funding work. Secondly，the article combines the background，connotation and significance of the concept of developmental funding in universities，and points out that the "three full-education" and developmental funding are complementary and mutually reinforcing.The article focuses on three aspects to reveal the connotation of developmental funding for colleges and universities under the background of "three full-education"，and further points out that "three full-education" is the starting point and goal of funding work，and integrates the concept of "three full-education" into colleges and universities. The funding education model is of great significance to the self-growth of college students，the construction of the campus environment，and the ideological and political education of colleges and universities.

1. 三全育人概念的提出

2017年2月，中共中央、國务院在《关于加强和改进新形势下高校思想政治工作的意见》中首次指出要“要坚持全员全过程全方位育人，把思想价值引领贯穿教育教学全过程和各环节。”“三全育人”的提出明确了要从“全员”、“全过程”、“全方位”三个角度来探究高校育人路径，培养全面发展的时代新人。

“全员育人”是指高校各门课程都具有育人功能，所有教师都担有育人职责。学校全体教职员工，包括党政干部、行政后勤等教育从业人员都要作为学生健康成长指导者和引路人，积极履行育人职责。“全过程育人”指出学生在学校的所有时间里，教师应一以贯之、有始有终地将思想政治教育贯穿于学校教育教学全过程和学生成长全过程，培养学生良好的行为习惯和职业品质。“全方位育人”提出高校要充分协调和利用家庭、企业、政府和社会等各种资源，搭建全方位育人的立体构架。……
