摘要：群众工作在社区警务活动中的意义十分重要，能够促进构建和谐警民关系、推动案件侦办和事件处理、维护社会安全和稳定。在城镇化过程中，群众工作对象复杂、内容繁多，在社区警务活动中也暴露出了部分民警对群众工作不够重视、群众工作机制不健全、警区划分和警力配置不利于群众工作开展等问题。需要不断优化和创新社区警务的群众工作理念，密切贴合社区警务的先进模式，做好新时代公安群众工作。

Abstract：The significance of mass work in community policing activities is very important， which can promote the construction of harmonious police-community relations， promote case investigation and incident handling， and maintain social security and stability. In the process of urbanization， the object of mass work is complex and rich in content， and in the community police activities， it also exposes the problems that some civilian police pay insufficient attention to the work of the masses， the working mechanism of the masses is not perfect， the division of police districts and the allocation of police force are not conducive to the development of mass work. It is necessary to continuously optimize and innovate the concept of mass work of community policing， closely fit the advanced model of community policing， and do a good job in public security mass work in the new era.

第四次警务革命以来，蕴含社区警务思想的警察工作模式在世界范围推广。我国进行具有中国特色的社区警务工作十几年来，从传统的“专业化警察”模式看，在社区警务工作中贯穿群众路线，更有利于树立和维护警察形象、建立和维系警民关系、预防和控制违法犯罪。如今，社区警务作为公安机关的基础工作，是派出所开展群众工作、密切警民关系的重要依托。在不断的实践中，取得了较为显著的成绩，同时也暴露出了诸多问题，需要不断优化和创新群众工作，提升社区警务治理效能，警民共促治安秩序的良性发展。

一、社区警务活动中群众工作的重要性

（一）构建和谐警民关系的有力抓手

人民警察作为维护社会稳定、构建和谐社会的专门力量，是和谐社會的主体之一。但在当今社会背景下，对于公安机关人民警察正义形象的不利因素仍很活跃，比如公安队伍内部个别腐败分子的腐败行为、个别民警执法时的不规范行为都让警察形象在人民群众心目中大打折扣。……
