摘  要：党的十九届五中全会提出“健全农村金融服务体系”，高度重视发挥农村金融在服务“三农”中的核心作用。在人民银行和有关部门引导下，农村金融机构不断完善金融支农政策，加大对“三农”、小微企业的金融支持力度，虽然农村金融服务水平得到有效改善，但对照乡村振兴战略和金融供给侧结构性改革的要求，农村金融供需矛盾依然突出。该文通过分析农村金融服务现状及存在的问题，探索优化农村金融服务路径。

Thoughts on Optimizing Rural Financial Services

Abstract： The Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China put forward "Improving the Rural Financial Service System" and attaches great importance to the central role of rural finance in serving the "Three Rurals". Under the guidance of the People’s Bank of China and relevant departments， rural financial institutions have continuously improved financial support policies for agriculture， and increased financial support for “agriculture， rural areas and farmers” and small and micro enterprises. Although the level of rural financial services has been effectively improved， it has been compared with the rural revitalization strategy and With the requirements of structural reforms on the financial supply side， the contradiction between rural financial supply and demand is still prominent. This paper analyzes the current situation and existing problems of rural financial services， and explores and optimizes the path of rural financial services.

1  農村金融服务发展背景

1.1  新型城镇化建设释放巨大金融需求

农村金融是农村经济的核心，完善合理的农村金融市场体系是保障农村经济稳定发展、持续增长的基本保障，是国家整体发展、产业结构调整、经济战略制定的重要基础[1]。在国家乡村振兴战略下，县域特色、支柱产业迎来了新一轮大发展，农业农村基础设施建设投入将进一步增加，“三农”项目建设融资体量巨大。

1.2  农村集体产权改革催生“三农”服务新要素

2016年12月，国家出台《中共中央国务院关于稳步推进农村集体产权制度改革的意见》，大力支持农村集体经济组织发展壮大。各农村金融机构抢抓改革契机，积极对接多元化农村金融服务需求，比如：开立农村集体经济组织账户，搭建智慧“三资”管理平台，研发村务卡、农村产权抵押融资等产品，通过金融服务“三资”，获取存款资金流入以及优质的放贷款客户，形成“银村共建”，打造智“惠”乡村。……
