摘 要：该文首先分析了企业可能面临的公共安全危机的特征，接着明确指出企业开展应急安全培训有利于保护人员生命安全、构建和谐安稳企业环境、强化企业应急安全能力、维护企业资源及秩序等;又对当前企业开展的应急安全培训中存在的管理制度执行情况较差、缺乏配套的组织部门和法律保障、相关培训活动重视程度低等问题进行分析，而后建议企业完善相关保障制度、组织机构以及法律规范，重视相关培训活动并认真落实。希望对企业开展应急安全培训有所帮助。

Research on the Importance and Countermeasures of Emergency Safety Training

Abstract：This paper first analyzes the characteristics of public security crisis that vocational colleges may face，and then clearly points out that carrying out emergency safety education in vocational colleges is conducive to maintaining students' life safety，building a harmonious and stable campus environment，strengthening the ability of school emergency safety education，maintaining school resources and order，etc.In addition，there are some problems in the current emergency safety education carried out by vocational colleges，such as poor implementation of management system，lack of supporting organization departments and legal guarantee，and low attention to relevant courses.Therefore，it is suggested that vocational colleges improve relevant guarantee system，organization and legal norms，pay attention to relevant courses and seriously implement them.It is hoped that it will be helpful for vocational colleges to carry out emergency safety education.

当前企业数量和规模不断扩增，一方面给企业带来了更大的管理压力，另一方面企业面对的突发事件诱发因素越来越多、越来越复杂，由此凸显出开展应急安全培训的重要意义。但大多数企业都以运营及利益创收为重，对应急安全培训的关注度较低，导致企业在应对突发事件时，缺乏相应的依据、保障和能力。企业的应急安全培训现状亟需改善。

1 企业突发事件的特征

（1）突发性。事实上，很多突发事件在发生前一般或多或少都有预兆，如果企业能及时发现内外部因素的变化，管理机制健全且始终存在忧患意识，就很有可能敏感捕捉到突发事件的预兆，将突发事件遏制在萌芽中。然而目前企业在该方面是薄弱的，因此当突发事件发生时，感受到的是事件的突发性，心理冲击较大，比较被动。……
