摘  要：海洋资源可持续开发利用是推动海洋经济高质量发展、建设海洋强国的首要推动力。近年来，国内外关于海洋资源开发利用与海洋经济发展的研究不断涌现，研究内容日益丰富，研究方法和切入视角不断创新。基于该领域的研究成果，该文从单双向作用关系层面设计海洋资源开发利用与海洋经济高质量发展的研究框架，以文献综述的形式梳理相关研究成果，以期厘清研究脉络、把握最新研究动态和核心观点，并在此基础上探究可进一步研究的方向。

Review on the Relationship Between Sustainable Development and Utilization of Marine Resources and High-quality Development

Abstract： The sustainable development and utilization of marine resources is the primary driving force to promote the high-quality development of marine economy and build a marine power. In recent years， researches on the development and utilization of marine resources and marine economic development at home and abroad have been emerging， with increasingly rich research contents and innovative research methods and perspectives. Based on the research results in this field， the research framework for the development and utilization of marine resources and the high-quality development of marine economy is designed from the perspective of one-way and two-way interaction relationship， and the relevant research results are combed in the form of literature review， in order to clarify the research context， grasp the latest research trends and core views， and explore the direction for further research on this basis.

党的十九大和中央经济工作会议指出，新时代我国经济发展由高速增长阶段向高质量发展阶段转变，推动经济高质量发展是贯彻新发展理念、建设现代化经济体系的重要抓手。2018年，习近平总书记提出了“海洋是高质量发展战略要地”的论断，强调发展海洋经济是建设海洋强国的重要支撐。2019年，习近平总书记指出实现海洋资源有序开发利用，着力推动海洋开发利用方式向循环利用型转变。随着海洋经济的高速发展和社会人口的日益膨胀，海洋资源枯竭、近海环境污染、经济生产率低下等问题不断凸显，如何高水平、可持续开发利用海洋资源，平衡海洋资源开发利用与海洋经济发展的关系成为全社会关注的热点议题。

海洋资源开发利用与海洋经济发展间存在着复杂的关联和双向作用关系。……
