摘要：研究档案治理伦理体系，首先需要探讨档案治理主体伦理。档案治理主体伦理是指多元主体在参与档案治理过程中应该遵守和维护的行为规范、道德准则和价值标准等的有机结合。文章在明确档案治理主体伦理体系源自档案治理的伦理意蕴，以及尊私敬公的档案资源与权利界分是其实践指向的基础上，指出其伦理目标是实现档案公平正义与维护社会公平正义，并构建起责任伦理、制度伦理与发展伦理三位一体的伦理内容体系，三者分别指向多元治理主体的权利和担当、路径和规范、目标和方向。

Research on the Ethics of Archives Governance from the Perspective of Subjects： Foundation， Goal and Content Framework

Abstract：To study the ethical system of archives governance， we need to first explore the ethics of the subject of archives governance. The ethics of archives governance subjects refers to the organic combination of the code of conduct， moral standards and value standards that should be observed and maintained by multiple subjects in the process of participating in archives governance. On the basis of making clear that the ethical system of the main body of archives governance originates from the ethical implication of archives governance， and that the division of archival resources and rights of respecting the private and the public is its practical orientation， the paper points out that its ethical goal is to realize the fairness and justice of archives and to maintain social fairness and justice.The article also constructs the ethical content system of responsibility ethics， system ethics and development ethics， which respectively point to the rights and responsibilities， paths and norms， objectives and directions of the multi governance subjects.

推进档案治理体系和治理能力现代化（下文简称“档案治理现代化”），是国家档案局围绕十八届三中全会精神确定的档案工作总目标[1]。推进档案治理现代化，不仅要求落实法律法规等制度的建立健全和有效执行的外部推力，还需要发挥伦理的内部驱动[2]，让两者共同促进我国档案事业从档案管理范式向档案治理范式转变。此外，档案治理实践在当下遇到的问题，也需要从伦理层面予以回应。如“盛宣怀档案抄录项目”力图集结专家、普通公民等多元主体对盛宣怀档案进行数字化工作，但是部分主体在任务过程中因为投入产出比与预期相悖而出现消极工作的现象，影响项目质量的情况[3]，这不只是一个相关绩效考核制度不完备而导致的结果，更是一個缺乏伦理规范和伦理目标约束造成的伦理问题。……
