摘 要：河南某化工有限责任公司为响应政府“退城入园”的政策要求，关闭现有老城区合成氨生产线，在产业集聚区新建合成氨装置。考虑到产业集聚区内部和周边目前尚存在较多居民区，本文通过数据分析了在满足环境风险事故影响可接受的要求下，对当地合成氨生产规模的具体限制。

Abstract： In response to the government's policy of "leaving the city and entering the park"， a Chemical Co.， Ltd. in Henan closed the existing synthetic ammonia production line in the old urban area and built a new synthetic ammonia plant in the industrial cluster area. Considering that there are still many residential areas in and around the industrial cluster area， this paper analyzed the specific restrictions on the production scale of local synthetic ammonia based on the data analysis to meet the requirements of acceptable impact of environmental risk accidents

河南省某化工厂目前在县城老城区和当地产业集聚区各建设厂区一座。其中，县城老城厂区的产品规模为年产10万t合成氨;当地产业集聚区厂区的产品规模为年产20万t合成氨。但是，随着县城城区的逐步扩张，该化工厂位于老城区的现有厂区已逐渐被周边的城市设施和居住区所包围。

此外，该化工厂目前采用常用的固定床煤气化技术生产合成氨，产品能耗高，市场竞争力弱。鉴于上述因素，该化工厂拟拆除县城老城厂区现有年产10万t合成氨和当地产业集聚区现有厂区年产20万t合成氨项目，并在当地产业集聚区内采用先进工艺新建合成氨项目。但是，考虑到产业集聚区内部和周边目前尚存在较多环境敏感点，本文拟通过相关分析论证，在满足事故风险可接受的前提下，确定新建合成氨建设规模。

1 论证思路

经调查，当地产业集聚区内部和周边目前尚存在较多环境敏感点，新建合成氨规模应同时满足《肥料制造业卫生防护距离 第1部分：氮肥制造业》（GB/T 11666.1—2012）相关要求和最大可信事故影响后果可接受。……
