摘      要： 通过石化园区产业发展规划的研究，在新的发展条件和外部环境形势下，重新梳理新产业发展方向和重点。根据园区炼化原则：分子加工、精准化工、宜油则油、宜烯则烯、宜芳则芳、宜化则化，按起始原料的不同将产业方向划分为炼化一体化、轻质化资源利用、石化深加工、工业气化岛及其他。并分析了石化产业发展的前景。按照规模化、集约化、一体化、多元化发展模式，油头化尾、自上而下发展的原则，建设以炼化一体化项目为龙头，以轻质化资源利用、石化深加工为方向，以专用化学品为特色，以碳一化工产品和气体为补充的多产业链条、多产品集群的大型炼化一体化生产基地，打造世界一流的石化产业园区。

Study on Industrial Development Planning of Petrochemical Park

Abstract： Through the study of industrial development planning of petrochemical park， based on the new development conditions and external environment situation， the development direction and key points of the new industry were rearranged. According to the refining principles of the park， the industrial direction was divided into refining and chemical integration， lightweight resource utilization， petrochemical deep processing， industrial gasification island and others based on different raw materials. The prospect of petrochemical industry development was also analyzed. According to the scalization， intensification， integration， diversified development mode， based on the principle of using refining industry as the origin and using chemical industry as follow-up industry， a large-scale refining and chemical integrated production base should be built with refining and chemical integration project as the leader， lightweight resource utilization， petrochemical deep processing as the direction， special chemicals as the feature， C₁ chemical products and gas as the supplement， in order to build a world-class petrochemical industrial park.

石化產业一般指以石油、天然气为起始原料生产各类能源和化学品的加工制造业，包括炼油、乙烯及其下游加工等。改革开放以来，我国石化产业经过几次改革、重组，发展速度明显加快，建立了实力较为强大、配套完整的工业体系。石化工业主要生产各类油品、三大合成材料、基本有机化学原料、精细化学品、化肥等。汽油、航空煤油、柴油、润滑油等石油产品可直接为居民出行、交通运输业、工农业、国防提供其他能源难以替代的燃动能源。三大合成材料（合成树脂、合成纤维、合成橡胶）、各类有机化学原料等广泛应用于国民经济和人民生活各个方面。……
