习近平主持中非团结抗疫特别峰会并发表主旨讲话

国家主席习近平6月17日晚在北京主持中非团结抗疫特别峰会并发表题为《团结抗疫 共克时艰》的主旨讲话。习近平强调,面对疫情,中非相互声援、并肩战斗,中非更加团结,友好互信更加巩固。中方珍视中非传统友谊,无论国际风云如何变幻,中方加强中非团结合作的决心绝不会动摇。中方将继续全力支持非洲抗疫行动。双方应坚持人民至上、生命至上,尽最大努力保护人民生命安全和身体健康,坚定不移携手抗击疫情,坚定不移推进中非合作,坚定不移践行多边主义,坚定不移推进中非友好,共同打造中非卫生健康共同体和更加紧密的中非命运共同体。会议发表《中非团结抗疫特別峰会联合声明》,向国际社会发出中非团结合作的时代强音。

本次峰会由中国和非洲联盟轮值主席国南非、中非合作论坛共同主席国塞内加尔共同发起,以视频方式举行。南非总统拉马福萨、塞内加尔总统萨勒和埃及总统塞西、刚果(金)总统齐塞克迪、阿尔及利亚总统特本、加蓬总统邦戈、肯尼亚总统肯雅塔、马里总统凯塔、尼日尔总统伊素福、尼日利亚总统布哈里、卢旺达总统卡加梅、津巴布韦总统姆南加古瓦、埃塞俄比亚总理阿比以及非盟委员会主席法基出席。联合国秘书长古特雷斯、世界卫生组织总干事谭德塞作为特邀嘉宾与会。

中共中央政治局常委、中央书记处书记王沪宁出席。

习近平在讲话中指出,在全球抗击新冠肺炎疫情的重要时刻,我们举行这次中非特别峰会,同各位新老朋友通过视频相聚,共商团结抗疫大计,共叙中非兄弟情谊。这次疫情突如其来,给世界各国带来严重冲击,夺走数十万人宝贵生命。我提议,我们为在疫情中的不幸罹难者默哀,向他们的亲人表示慰问。

习近平强调,面对疫情,中国和非洲相互声援、并肩战斗,双方更加团结,友好互信更加巩固。中方珍视中非传统友谊,无论国际风云如何变幻,中方加强中非团结合作的决心绝不会动摇。

习近平指出,当前疫情仍在全球蔓延,中国和非洲都面临抗疫情、稳经济、保民生的艰巨任务。我们要坚持人民至上、生命至上,统筹资源,团结合作,尽最大努力保护人民生命安全和身体健康,最大限度降低疫情负面影响。

第一,我们要坚定不移携手抗击疫情。中方将继续全力支持非方抗疫行动,继续向非洲国家提供物资援助、派遣医疗专家组、协助非方来华采购抗疫物资。中方将提前于年内开工建设非洲疾控中心总部,同非方一道实施好中非合作论坛框架内“健康卫生行动”,加快中非友好医院建设和中非对口医院合作,共同打造中非卫生健康共同体。中方承诺,新冠疫苗研发完成并投入使用后,愿率先惠及非洲国家。

第二,我们要坚定不移推进中非合作。中方将在中非合作论坛框架下免除有关非洲国家截至2020年底到期对华无息贷款债务,同国际社会一道,加大对疫情特别重、压力特别大的非洲国家的支持力度,包括进一步延长缓债期限。中方鼓励中国有关金融机构参照二十国集团缓债倡议,根据市场原则同非洲国家就商业主权贷款安排进行友好协商。中方将同二十国集团成员一道落实二十国集团缓债倡议,并呼吁二十国集团在落实当前缓债倡议基础上,进一步延长对包括非洲国家在内的相关国家缓债期限。希望国际社会特别是发达国家和多边金融机构在非洲减缓债问题上采取更有力行动。中方愿在尊重非方意愿基础上,同联合国、世界卫生组织及其他伙伴开展援非抗疫合作。中方支持非洲大陆自由贸易区建设,支持非洲加强互联互通和保障产业链供应链建设,愿同非方拓展数字经济、智慧城市、清洁能源、5G等新业态合作。

第三,我们要坚定不移践行多边主义。中方愿同非方一道,维护以联合国为核心的全球治理体系,支持世界卫生组织为全球抗疫作出更大贡献。我们反对将疫情政治化、病毒标签化,反对种族歧视和意识形态偏见,坚定捍卫国际公平正义。

第四,我们要坚定不移推进中非友好。我愿同各位同事保持密切联系,夯实友好互信,在涉及彼此核心利益问题上相互支持,共同维护中非和发展中国家根本利益,推进中非全面战略合作伙伴关系高水平发展。

习近平最后强调,我们在中非合作论坛北京峰会上一致决定构建更加紧密的中非命运共同体。今天我们召开团结抗疫特别峰会,就是用实际行动践行北京峰会承诺,也是为国际抗疫合作贡献力量。我相信,人类终将战胜疫情,中非人民也终将过上更加美好的生活。

外方领导人在发言中纷纷表示,在新冠肺炎疫情在全球、在非洲扩散蔓延的关键时候召开中非团结抗疫特别峰会具有特殊重要意义,再次展现了非中友谊的牢固和非中关系的韧性。中国同非洲国家相互支持、守望相助、患难与共,为非方抗击疫情提供了物资、技术、经验等各方面宝贵帮助和支持,非洲国家深表感谢。疫情是空前严峻的全球危机,国际社会各方唯有加强团结,坚持多边主义,支持世界卫生组织等国际机构发挥作用,才能最终战而胜之。非方呼吁有关债权国和国际金融机构进一步减缓非洲国家债务,在诊疗、药物、疫苗研发等方面加强合作,助力非洲国家增强应对疫情能力,恢复经济,实现自主、可持续发展。在这方面,中国树立了表率,用实际行动再次证明中国是非洲全天候的好朋友、好伙伴。非方坚定致力于非中全面战略合作伙伴关系发展,共同打造非中卫生健康共同体,推动构建人类命运共同体。非中传统友谊万古长青。

本次会议务实高效,在积极友好的气氛中达成重要共识。峰会发表了《中非团结抗疫特别峰会联合声明》。中非双方决心深化中非友好,加强相互支持,着力构建更加紧密的中非命运共同体;加强团结合作,支持联合国及世界卫生组织发挥引领和协调作用,携手战胜疫情;加紧落实中非合作论坛北京峰会成果,更多向卫生健康、复工复产、改善民生领域倾斜;维护多边主义,反对将疫情政治化,捍卫国际公平正义。

On the evening of 17 June, President Xi Jinping chaired the Extraordinary China-Africa Summit On Solidarity Against COVID-19 in Beijing, where he gave a keynote speech entitled "Defeating COVID-19 with Solidarity and Cooperation".

In his speech, President Xi Jinping highlighted that in the face of COVID-19, China and Africa have offered mutual support and fought shoulder to shoulder, and enhanced solidarity and strengthened friendship and mutual trust. He reaffirmed China's commitment to its longstanding friendship with Africa. No matter how the international landscape may evolve, China shall never waver in its determination to pursue greater solidarity and cooperation with Africa. He went on to say that China will continue to do whatever it can to support Africa's response to COVID-19.

Xi also stressed that China and Africa must always put the people and their lives front and center and do whatever it takes to protect people's lives and health. China and Africa must stay committed to fighting COVID-19 together, enhancing cooperation, upholding multilateralism and taking their friendship forward. Together, China and Africa will jointly build a China-Africa community of health for all and an even stronger China-Africa community with a shared future. The Summit issued a Joint Statement of the Extraordinary China-Africa Summit On Solidarity Against COVID-19, sending to the international community a strong message of China-Africa solidarity and cooperation.

Held via video link, the Summit was a joint initiative between the People's Republic of China, the Republic of South Africa in its capacity as the Chair of the African Union (AU), and the Republic of Senegal in its capacity as the Co-Chair of the Forum on China-Africa Cooperation (FOCAC).

The Summit was attended by President Matamela Cyril Ramaphosa of the Republic of South Africa, President Macky Sall of the Republic of Senegal, President Abdel Fattah Al-Sisi of the Arab Republic of Egypt, President Felix-Antoine Tshisekedi Tshilombo of the Democratic Republic of Congo, President Abdelmadjid Tebboune of the People's Democratic Republic of Algeria, President Ali Bongo Ondimba of the Republic of Gabon, President Uhuru Kenyatta of the Republic of Kenya, President Ibrahim Boubacar Keita of the Republic of Mali, President Issoufou Mahamadou of the Republic of Niger, President Muhammadu Buhari of the Federal Republic of Nigeria, President Paul Kagame of the Republic of Rwanda, President Emmerson Mnangagwa of the Republic of Zimbabwe, Prime Minister Abiy Ahmed Ali of the Federal Democratic Republic of Ethiopia and Moussa Faki Mahamat, Chairperson of the AU Commission.

"Second, we must stay committed to enhancing China-Africa cooperation. Within the FOCAC framework, China will cancel the debt of relevant African countries in the form of interest-free government loans that are due to mature by the end of 2020. For those African countries that are hardest hit by the coronavirus and are under heavy financial stress, China will work with the global community to give them greater support, by such means as further extending the period of debt suspension. We encourage Chinese financial institutions to respond to the G20's Debt Service Suspension Initiative (DSSI) and to hold friendly consultations with African countries according to market principles to work out arrangements for commercial loans with sovereign guarantees. China will work with other members of the G20 to implement the DSSI and, on that basis, urge the G20 to extend debt service suspension still further for countries concerned, including those in Africa. China hopes that the international community, especially developed countries and multilateral financial institutions, will act more forcefully on debt relief and suspension for Africa. China will work with the UN, WHO and other partners to assist Africa's response to COVID-19, and do it in a way that respects the will of Africa. China supports Africa in its effort to develop the African Continental Free Trade Area and to enhance connectivity and strengthen industrial and supply chains. China will explore broader cooperation with Africa in such new business forms as digital economy, smart city, clean energy, and 5G."

"Third, we must stay committed to upholding multilateralism. China will work with Africa to uphold the UN-centered global governance system and support WHO in making greater contribution to the global COVID-19 response. We oppose politicization and stigmatization of COVID-19, and we oppose racial discrimination and ideological bias. We stand firm for equity and justice in the world."

"Fourth, we must stay committed to taking China-Africa friendship forward. On my part, I will stay in close touch with all of you, my colleagues, to consolidate our friendship and mutual trust, support each other on issues involving our respective core interests, and advance the fundamental interests of China and Africa and, for that matter, of all developing countries. This way, we will be able to take the China-Africa comprehensive strategic and cooperative partnership to a greater height."

Xi concluded his speech by stressing that "at the FOCAC Beijing Summit, we agreed to work together to build an even stronger China-Africa community with a shared future. Today's Extraordinary China-Africa Summit on Solidarity against COVID-19 is our concrete step to deliver the commitment we made at the Beijing Summit and to do our part in the international cooperation against COVID-19. I am convinced that humanity will ultimately defeat the virus, and that the Chinese and African people are poised to embrace better days ahead."

The participating foreign leaders all noted the special significance of the Extraordinary China-Africa Summit on Solidarity Against COVID-19, convened at a time when the coronavirus is affecting Africa and many parts of the world. They described the Summit as another strong testimony to the close, resilient friendship between Africa and China. They underlined that China and African countries have long stood by each other through thick and thin. Africa deeply appreciates China's valuable assistance and help in its COVID-19 response, including providing medical supplies,technologies and experience sharing. The disease is a global crisis of an unprecedented scale, which is only to be defeated when the community of nations enhance solidarity, uphold multilateralism and support the work of the WHO and other international organizations.

Africa calls for greater debt relief and suspension arrangements by creditor countries and international financial institutions. The international community must also strengthen cooperation with Africa on COVID-19 therapeutics, medicine and vaccine development. All this will help Africa beat the virus, recover its economy and realize independent and sustainable development. The African leaders also applauded China's exemplary efforts in this regard, saying that China's concrete help to Africa has once again proven it as an all-weather friend and good partner. The African leaders reaffirmed their firm commitment to the Africa-China comprehensive strategic and cooperative partnership. They are ready to build an Africa-China community of health for all, and a community with a shared future for mankind. The long-standing friendship between Africa and China will last forever, they added.

The Summit was productive and efficient. It reached important consensus in a friendly and inspiring atmosphere. It issued the Joint Statement of the Extraordinary China-Africa Summit On Solidarity Against COVID-19. China and Africa are determined to deepen friendship and strengthen mutual support as they work toward an even stronger China-Africa community with a shared future. The two sides will enhance solidarity and cooperation, and support the UN and the WHO in leading and coordinating their joint efforts to fight COVID-19. The two sides will scale up implementation of the follow-ups to the FOCAC Beijing Summit and give greater priority to public health, economic reopening and people's well-being. China and Africa will also uphold multilateralism, reject politicization of COVID-19 and safeguard international equity and justice.
