摘要 以区域创新投入、创新环境、创新产出为主要模块构建了安国中药产业区域创新指标体系，用加权综合评价法对安国区域创新能力进行评价。结果显示，安国区域创新能力综合指数为0.688，总体创新能力中等，区域创新产出能力不足。基于此，提出政府加强服务，成为区域创新的设计者和引导者;企业自练内功，成为区域创新的自强主体践行者，注重加强创新投入和人才的引进，注重创新绩效，加快创新成果转化等建议。

Abstract Based on the main modules of regional innovation input， innovation environment and innovation output， this paper constructs the regional innovation index system of Anguo traditional Chinese medicine industry， and evaluates the regional innovation capacity of Anguo with the weighted comprehensive evaluation method. The results showed that the comprehensive index of Anguos regional innovation capacity is 0.688， which is medium in overall innovation capacity and insufficient in regional innovation output capacity. Based on this， it put forward that the government should strengthen the service and become the designer and guide of regional innovation. Enterprises should improve their internal performance and become the practitioners of selfimprovement subject of regional innovation. They should pay attention to the introduction of innovation input and talents， pay attention to innovation performance， and accelerate the transformation of innovation achievements.

自主創新能力是国家和地区获取竞争力的核心要素，对推动经济增长、社会进步、提高区域竞争力起到关键作用[1];安国市素有“天下第一药市”之称，但中药产业作为支柱产业，面临中药资源退化、中医药新产品研发投入不足、中医药产业标准化和现代化和进程缓慢等问题，在大健康产业挑战与机遇共存和业内竞争加剧态势下，如何利用政府的政策引导能力挖掘安国市中药企业的创新能力，既是一个复杂的系统工程，又是安国市以药兴市和区域经济创新发展的关键因素[2]。为此，构建一套合理有效的评价指标，评价影响安国市创新能力的因素，进而提出有针对性的对策建议，对提升区域创新能力和河北省创建创新型市（县）和特色小镇具有重大意义，对全国区域创新也有借鉴作用。
