摘 要：国家队建设和管理关乎我国竞技体育的整体发展水平。习近平总书记在教育文化卫生体育领域专家代表座谈会上的讲话中提出“要创新竞技体育人才培养、选拔、激励保障机制和国家队管理体制”。采用政策分析、比较研究以及逻辑分析等研究方法，剖析当前我国竞技体育国家队面临的主要形势和问题，总结了美、英、德、日等世界竞技体育强国国家队建设和管理的有益经验，重点提出了新形势下我国竞技体育国家队建设和管理的优化路径。

Abstract：The construction and management of the national team of competitive sports is related to the overall development level of competitive sports in China. General Secretary Xi Jinping put forward to innovate the incentive and guarantee mechanism for training and selection of competitive sports talents and the national team management system. Using literature review， comparative study and logic analysis methods， it sorts out the general situation of the development of China′s competitive sports national team， analyzes the current situation and existing problems of the national teams， summarizes the experience of competitive sports powers like America， England， Germany and Japan， and puts forward the optimization path for the construction and management of China′s national teams under the new situation.

竞技体育国家队（含国家集训队与备战队，简称国家队）是代表一个国家最高水平的队伍，是该运动项目的一面旗帜，具有龙头效应和示范作用。一般而言，国家队的建设包括国家队的组建、训练和竞赛三个过程要素，而国家队的管理则是围绕三大过程要素从人、财、物、信息以及思想等方面进行优化整合的过程。国家队的良性运转和高效管理关乎国家队运动员成绩的好坏，关乎我国竞技体育的整体水平，更关乎我国体育强国建设的步伐。新中国成立以来，国家队建设和管理积累了丰富的经验，实现了竞技体育的持续、快速发展，但目前还存在着一些问题，制约了我国竞技体育的健康发展以及体育强国建设的稳步推进。2020年9月，习近平总书记在教育文化卫生体育领域专家代表座谈会上的讲话中提出“要创新竞技体育人才培养、选拔、激励保障机制和国家队管理体制”，为竞技体育国家队建设和管理提出了根本遵循和建設方向。……
