摘  要： 新工科背景下，地方高校应当对自身准确定位，积极推进教育教学改革，充分利用地方性特有资源，对接新经济形态下企业对人才的需求，服务于区域社会经济。在此背景下，针对地方院校工科专业对人才的需求特征，本文提出了“维持本科水平、协同校政企、发展技术特长”的应用型人才培养教育理念，在地方高校应用型人才培养方面定位于面向产业发展，积极协同校政企三方合作，共同营造应用型人才育人环境，改进育人用人理念。

【Abstract】： Under the background of new engineering， Local colleges and universities should position themselves accurately and actively promote education and teaching reform， make full use of local unique resources， so as to adapt to the needs of enterprises for talents under the new economic pattern and serve the regional social economy. In this context， in view of the demand characteristics of talents for engineering majors in local colleges and universities， this paper puts forward the application-oriented talent training educational concept of “maintaining undergraduate level， coordinating with college， government and enterprise， developing technical expertise”， In the field of applying talents training in local colleges and universities， it is positioned to face the development of the industry， actively cooperates with the tripartite cooperation of school， government and enterprises to jointly create an application-oriented talent education environment and improve the concept of educating and employing talents.

0  引言

自新工科教育理念提出以來，各类型大学均开始对现有人才培养中的工科教育模式，实践创新创业教育等开展了改革和创新。高校的主要目的是为国家、社会培养可用人才，在“新工科”大背景下如何提升大学生实践动手能力、团队合作意识、综合分析问题、解决问题的能力成为了高校新的抓手。而这需要高校在人才培养方案上紧跟时代的步伐，不断创新适合新时代学生特征的教学方法，不断探索能够让学生由被动学习变主动学习的新时代教学模式，唯有如此才能培养出适合“新工科”时代背景的人才。

对于地方高校的“新工科”研究和实践，教育部要求高校要有效利用地方性独有资源，及时与政府、企业进行对接了解当下经济发展新政策、新趋势，积极对接地方经济深化校政企三方合作，建立产教融合、校政企合作长效机制并以此为推手促进地方高校应用型人才培养改造升级。……
